Import of wind power from Laos to Vietnam must not exceed 6.4 US cents/kWh from December 31, 2025

On October 8, 2024, the Ministry of Industry and Trade of Vietnam issued Decision 2647/QD-BCT approving the electricity import price bracket from Laos to Vietnam starting from December 31, 2025.

Import of wind power from Laos to Vietnam must not exceed 6.4 US cents/kWh from December 31, 2025

The price framework for importing electricity from Laos to Vietnam for commercial operation hydropower plants and wind power plants from December 31, 2025, is as follows:

- Maximum price for hydropower plants: 6.78 US cents/kWh;

- Maximum price for wind power plants: 6.4 US cents/kWh.

- The framework for imported electricity prices from Laos to Vietnam applies to power plants commercially operating in the period from December 31, 2025, to December 31, 2030.

Based on the above-mentioned framework for importing electricity from Laos, the Vietnam Electricity Group and the electricity generating units shall negotiate electricity purchase prices on the principle of harmonized benefits, shared risks, and in accordance with market mechanisms and prices, ensuring maximum cost savings in electricity generation and competitiveness compared to electricity prices in Vietnam.

The Vietnam Electricity Group is responsible for monitoring and promptly reporting to the Ministry of Industry and Trade in case of significant fluctuations in the parameters for calculating the import price framework for electricity from Laos.

More details can be found in Decision 2647/QD-BCT, which comes into force in Vietnam fromOctober 8, 2024.

Application of wind power prices for wind power projects in Vietnam

According to Article 14 of Circular 02/2019/TT-BCT, which stipulates the application of wind power prices for wind power projects in Vietnam 

In the case of grid-connected wind power projects including both onshore and offshore wind turbines, the electricity seller is responsible for agreeing with the electricity buyer on the method of installing meters and calculating separate electricity output for onshore and offshore turbines, which serves as the basis for applying appropriate electricity purchase prices.
