Implementation of Social Insurance and Health Insurance Collection via Postal Service

According to Official Dispatch 3116/BHXH-BT dated July 24, 2017, Vietnam Social Security requests the Social Insurance of provinces and cities to coordinate with the Provincial Post Office to implement the following contents:

- Organize the signing and implementation of the contents in the contract for collecting Social Insurance (SI), Health Insurance (HI) according to the regulations in the contract for collecting SI, HI and providing public services through the postal system after the old contract expires;- Make an appendix to supplement the service contents according to the Principled Contract No. 80/2017/BHXH-BDVN in case a contract was signed with the provincial Post Office according to Decision 1599/QD-BHXH;- Train, foster, and provide professional training on the process and operations for the Postal staff regarding the collection, issuance of SI books, HI cards;- Issue signage for SI, HI collection points to be displayed at transaction points in wards, communes, commune-level towns as conformable.

Official Dispatch 3116 also clearly states that quarterly, provincial and city SI departments shall inspect collection agents and collection agency staff in their compliance with regulations regarding signage display, collection process and operations, SI, HI cash receipt, accounting books, vouchers, and reports.
