- Job positions and actual workload at each job position of the public service provider;- The level of modernization of the office, equipment, working tools, and application of information technology;- The current state of management and use of the number of employees assigned to the unit.

Basis for determining the structure of public employees according to professional titles includes:

- The list of job positions;- The complexity of the tasks of the job positions;- Standards and professional titles of public employees corresponding to the job positions.
