Residence information shown on ID cards from July 1, 2024 in Vietnam

To be specific, the residence information shown on the ID card is the permanent residence information of the cardholder.

In cases where the applicant for issuance, replacement, or re-issuance of the ID card does not have a permanent residence but has a temporary residence, the residence information shown on the new ID card is the temporary residence information of the cardholder.

In cases where the applicant for issuance, replacement, or re-issuance of the ID card does not have a permanent residence or temporary residence due to not meeting the conditions for registering permanent or temporary residence, the residence information shown on the new ID card is the current residence information of the cardholder.

In cases where the applicant for issuance, replacement, or re-issuance of the ID card does not have residence information in the National Population Database, the identity management authority is responsible for guiding the citizen in carrying out the procedures for registering permanent residence, temporary residence, or declaring residence information.

For Vietnamese citizens residing abroad, who do not have a residence in Vietnam, the residence information on the ID card will reflect the address of residence abroad (clearly written with Vietnamese phonetic transcription).

The following circulars will cease to be effective from the date Circular 17/2024/TT-BCA comes into force: Circular 59/2021/TT-BCA; Circular 66/2015/TT-BCA; Circular 41/2019/TT-BCA; Circular 104/2020/TT-BCA.

It is noted that Circular 17/2024/TT-BCA provides detailed regulations and measures for the implementation of the electronic identity card format; the information shown on new ID cards regarding residence information; the information shown on new ID cards in cases where complete information about place of birth, place of birth registration, native place, ethnicity, and religion is not available; and so forth.
