Tasks in growth objectives for sectors, business lines, and localities in Vietnam to achieve 8% or higher by 2025

In this context, to successfully achieve the national growth target of 8% or more by 2025, creating a solid foundation to achieve a double-digit growth rate in the 2026-2030 period, the Government of Vietnam requires:

- Ministers, Heads of Ministerial Agencies, and agencies under the Government of Vietnam tasked with monitoring and evaluating the indicators outlined in Appendix I issued with Resolution 25/NQ-CP dated February 5, 2025. The Chairpersons of the People's Committees of provinces and centrally-administered cities are to focus on directing the implementation of the following tasks:

+ Closely monitor, firmly grasp the situation, coordinate effectively, and implement the proposed tasks and solutions synchronously, comprehensively, and efficiently across fields. Foster a spirit of solidarity and unity in leadership and administration; adopt innovative, breakthrough thinking with high determination, great effort, decisive action, organize implementation promptly, flexibly, and effectively, and successfully complete the growth targets and indices of each sector, field, and GRDP growth of localities outlined in Appendix I and Appendix II issued with Resolution 25/NQ-CP dated February 5, 2025.

+ Urgently build growth scenarios for each sector and field monthly and quarterly; for GRDP growth targets, direct specialized agencies to closely coordinate with statistical agencies, based on the announced GRDP data of 2024, review and develop GRDP growth scenarios by sector level 01 and 03 economic sectors and product taxes minus product subsidies quarterly to serve leadership and administrative tasks. Ministries, central authorities, and local authorities are to send growth scenarios to the Ministry of Planning and Investment by February 2025 for synthesis and monitoring.

+ Proactively carry out tasks and solutions within their authority and research, propose specific mechanisms, policies, tasks, and solutions in cases beyond their authority, sending them to the Ministry of Planning and Investment for synthesis and reporting to the Government of Vietnam and the Prime Minister of the Government of Vietnam to promptly resolve difficulties and obstacles.

+ Report and evaluate the implementation status monthly and quarterly, update growth scenarios (if any), and propose and suggest solutions to achieve growth targets, sending them to the Ministry of Planning and Investment before the 25th of each month.

- People's Committees of provinces and centrally-administered cities are urgently instructed to research and review new resources, drivers, and capabilities for growth and implementation solutions, report to the People’s Council at the same level in February 2025 to adjust the GRDP growth targets of their localities in case the People’s Council has resolved growth targets lower than the targets in this Resolution to ensure comprehensive and effective implementation.

- The Ministry of Planning and Investment will take the lead, in cooperation with ministries, central authorities, and local authorities, to aggregate, monitor, evaluate the implementation status, and propose suggestions (if any), reporting to the Government of Vietnam at the regular monthly Government meetings.

- The Ministry of Information and Communications will lead, in cooperation with the Central Propaganda and Mobilization Commission, news and press agencies, ministries, and central and local authorities, to broadly disseminate and propagandize Resolution 25/NQ-CP dated February 5, 2025.

- The Government Office of Vietnam will monitor and urge the implementation of Resolution 25/NQ-CP dated February 5, 2025, according to its assigned functions and duties.
