On January 21, 2025, the Minister of Finance of Vietnam issued Circular 06/2025/TT-BTC amending and supplementing several articles of the Circulars of the Minister of Finance on fees and charges.
Amendments and supplements are made to certain provisions regarding the organization of fee and charge collection in Circulars on fees and charges.
Below exemplifies the amended and supplemented content regarding the organization of fee and charge collection in the field of travel services:
Amendment and supplementation of Article 3 of Circular 33/2018/TT-BTC dated March 30, 2018, by the Minister of Finance stipulating the rates, policies for collection, payment, and management of appraisal fees for granting international travel business licenses, domestic travel business licenses; appraisal fees for issuing tour guide cards; fee for granting licenses to establish representative offices in Vietnam of foreign travel service businesses
The competent state agency for appraisal and recognition of standards for tourist accommodation establishments and other tourism service businesses serving tourists according to legal regulations is the fee-collecting organization as stipulated in Circular 33/2018/TT-BTC.
(Currently, the regulation specifies that the fee and charge collecting organizations as outlined in Circular 33/2018/TT-BTC are the Vietnam National Administration of Tourism; Departments of Culture, Sports and Tourism; Departments of Tourism of provinces and centrally-run cities)

* Provisions on fee and charge payers in the field of travel services currently
- Organizations and individuals submitting applications requesting state management agencies in charge of tourism to issue international travel business licenses, domestic travel business licenses, and tour guide cards must pay fees according to the regulations at Circular 06/2025/TT-BTC.
- Foreign travel service enterprises, upon being granted licenses to establish representative offices in Vietnam, must pay fees as stipulated in Circular 06/2025/TT-BTC.
