The Ministry of Culture, Sports and Tourism of VIetnam has issued a document requesting the limitation of widespread festivals that are costly and wasteful after the Lunar New Year in 2025.

The Ministry of Culture, Sports and Tourism of VIetnam issued Official Dispatch 418/BVHTTDL-VHCS dated February 6, 2025, to ensure the implementation of a civilized, safe, and economical lifestyle in festival activities after the Lunar New Year and Spring Festival in 2025.
To effectively implement Official Telegram 09/CD-TTg dated February 3, 2025, by the Prime Minister of the Government of Vietnam on ensuring the realization of a civilized, safe, and economical lifestyle in festival activities after the Lunar New Year and Spring Festival in 2025, the Ministry of Culture, Sports and Tourism respectfully requests the People's Committees of provinces and centrally-run cities to organize the implementation of the following contents:
- Enhance the implementation of state management measures concerning festivals according to the decentralization of authority; strictly comply with the contents of Directive 40-CT/TW dated December 11, 2024, by the Party Secretariat regarding the organization of Lunar New Year in 2025; Directive 45/CT-TTg dated December 18, 2024, by the Prime Minister of Vietnam on strengthening measures to ensure a joyful, safe, and economical Lunar New Year At Ty in 2025; Decree 110/2018/ND-CP stipulating the management and organization of festivals and the guiding documents of the Ministry of Culture, Sports and Tourism.
- Instruct the festival organizing committees in the localities to strictly comply with the regulation found in Decree 110/2018/ND-CP; Decision 2068/QD-BVHTTDL dated August 3, 2023, by the Minister of Culture, Sports and Tourism promulgating the “Criteria on Cultural Environment in Traditional Festivals” and relevant legal documents to organize festivals ensuring order, security, safety, economy, in accordance with civilized lifestyles, the cultural traditions of the nation and the beautiful customs and habits of each locality; do not organize widespread festivals causing costs and waste of people's, society's, and the State's time and money; review service areas to ensure no encroachment on monument premises; implement measures to ensure security, order, waterway safety, fire and explosion prevention, and public hygiene.
- Promote propaganda, advocacy, enhance the awareness and responsibility of all levels, sectors, localities, people, and tourists, especially for officials and public employees, party members to strictly comply with the legal regulations about organizing and attending festivals; mobilize people not to burn votive papers, gold papers indiscriminately, causing costs, waste, ensure safety, economy, environmental protection, fire and explosion prevention.
- Strengthen the organization of propaganda activities about the origins of festivals, monuments, and revered, honored figures; about the values, true meanings of traditional rituals in festival activities.
- Inspect, examine, supervise before, during, and after the organization of festivals; promptly prevent, strictly handle violations in festival activities, especially acts exploiting monuments, festivals, beliefs for profiteering, superstition activities, gambling.
The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and centrally-run cities to direct the implementation of the aforementioned contents to ensure the realization of a civilized, safe, economical lifestyle in festival activities after the Lunar New Year of the At Ty year and Spring Festival in 2025.
