The State Bank of Vietnam promulgates Circular 52/2018/TT-NHNN regulating the ranking of credit institutions and foreign bank branches from 2019, annulling Decision 06/2008/QD-NHNN.
The application of ratings for credit institutions and foreign bank branches (NHNN) is as follows:
- Rating A (Good) for credit institutions or NHNN branches with a total rating score ≥ 4.5;- Rating B (Fair) for credit institutions or NHNN branches with a total rating score < 4.5 and ≥ 3.5;- Rating C (Average) for credit institutions or NHNN branches with a total rating score < 3.5 and ≥ 2.5;- Rating D (Weak) for credit institutions or NHNN branches:
- With a total rating score < 2.5 and ≥ 1.5 or;- Falling into one of the cases stipulated in points a, b of Clause 1, Article 130a of the [Amended Law on Credit Institutions](https://lawnet.vn/vb/luat-cac-to-chuc-tin-dung-sua-doi-2017-56fbb.html);
- Rating E (Very Weak) for credit institutions or NHNN branches:
- With a total rating score < 1.5 or;- Falling into one of the cases stipulated in points a, b, c of Clause 1, Article 145 of the Amended Law on Credit Institutions and has not yet been placed under special control by the State Bank.
Circular 52/2018/TT-NHNN takes effect from April 1, 2019.
