General provisions on energy consumption and energy labeling for motor vehicles in Vietnam

The Minister of Transport of Vietnam issued Circular 54/2024/TT-BGTVT on November 15, 2024, stipulating the procedures for certifying the technical safety and environmental protection quality of motor vehicles, specilized motor vehicles, and motor vehicle spare parts during importation from January 1, 2025.

General provisions on energy consumption and energy labeling for motor vehicles in Vietnam

The general provisions on energy consumption and energy labeling of motor vehicles in Vietnam are as follows:

(1) Importers must publicly disclose the energy consumption level of motor vehicles. The disclosure of energy consumption levels must meet the following requirements:

- Consistent with the information and energy consumption levels of vehicle types that have been certified;

- Publish information about the energy consumption levels of vehicle types on the importer's online information page, or the vehicle business establishment (if available). The publicly disclosed information must be maintained throughout the period the importer or vehicle business establishment supplies the vehicle type to the market.

(2) Passenger cars, motorcycles, and motorbikes that have not been used must be labeled with energy labels before being placed on the market, according to the provisions in Decision 04/2017/QD-TTg stipulating the list of vehicles and equipment required to have energy labels, apply minimum energy performance standards, and implementation timelines, except for vehicles categorized under items a, b, c, clause 4, Article 6 of Circular 54/2024/TT-BGTVT.

(3) For vehicle types subject to energy labeling, importers shall register energy labeling in accordance with the law on economical and efficient use of energy based on the certified energy consumption level, and perform energy labeling for imported vehicles before they are placed on the market.

(4) Importers are encouraged to register energy labels for vehicle types not subject to the provisions in item (2).

(5) In cases where the vehicle type meets the conditions for extending the recognition of emission testing results stipulated in national technical standards for vehicle types that have undergone emission testing, energy consumption, the importer is allowed to use the energy consumption test result report granted for the same vehicle type to complete certification procedures without having to retest the energy consumption.
