The beneficiaries under Decree 9/2025/ND-CP include individuals, households, farm owners, cooperatives, cooperative alliances, and units of the people's armed forces (excluding businesses under the armed forces) engaged in crop cultivation, forestry, animal husbandry, aquaculture, and salt production (hereinafter referred to as production facilities) that suffer damage due to natural disasters or plant pests.

The forms for proposals to support agricultural production to restore production in areas damaged by natural disasters or pests in Vietnam include:

Form No. 01: Summary of proposals (or implementation results) for support concerning crops damaged by natural disasters or plant pests

Form No. 02: Summary of proposals (or implementation results) for support concerning forestry damaged by natural disasters or plant pests

Form No. 03: Summary of proposals (or implementation results) for support concerning aquaculture damaged by natural disasters

Form No. 04: Summary of proposals (or implementation results) for support concerning livestock damaged by natural disasters

Form No. 05: Summary of proposals (or implementation results) for support concerning salt production damaged by natural disasters

Principles of supporting agricultural production to restore production in areas damaged by natural disasters or pests in Vietnam

The State supports part of the cost for crop seeds, forestry, livestock, aquaculture, salt production, or part of the initial production cost (not compensating for damages).

Support is implemented promptly, directly with money, or seeds, animals, and materials. The seeds, animals, and materials provided as support must ensure quality and suitability for the ecological and practical conditions of the locality.

Support must be public, transparent, appropriately leveled, and targeted.

In cases where there are multiple support policies for the same content at the same time, the production facility receives support under the highest policy.

Decree 9/2025/ND-CP takes effect from February 25, 2025.

Damages caused by natural disasters occurring from September 1, 2024, that have not received support according to the provisions of Decree 02/2017/ND-CP shall be implemented under the provisions of Decree 9/2025/ND-CP.
