Expenditure levels for implementation of national qualifications framework with higher education in Vietnam

Accordingly, the rate of implementation of Vietnamese qualifications framework for different levels of higher education in Vietnam for the period 2020-2025 shall be regulated as follows:

- Expenses for conferences and meetings of the Steering Board and the Advisory Council of Vietnam for the branch sector;

Spending on the program appraisal council to support the development of the training program standard for different levels of higher education, the advisory council for establishment and appraisal of the report on reference to Vietnam's Qualifications Framework and ASEAN Qualifications Reference Framework (reference report).

Spending amounts shall be subject to the Circular No. 40/2017/TT-BTC, the Circular No. 71/2018/TT-BTC.

- Spending on investigation, survey, collection, comparison and analysis of documents that describe services, activities and activities in the banking sector of each training field for the standard formulation of programs and reference reports. The payment amount shall conform to the Circular No. 109/2016/TT-BTC.

- Expense for translation and editing of documents in service of the elaboration of program or reference report standards:

+ Amounts of spending on translation from a foreign language into Vietnamese and vice versa shall be subject to provisions laid down in clause 2 of Article 11 in the Circular No. 71/2018/TT-BTC;

+ Amounts of spending on interpretation (oral translation) from Vietnamese to ethnic languages and vice versa shall be equal to 70% of the amounts of spending on hiring of guides who also act as ethnic language interpreters as prescribed in the Circular No. 109/2016/TT-BTC;

- Amounts of spending on translation and editing of documents shall be subject to provisions of clause 7 of Article 4 in the Circular No. 338/2016/TT-BTC.

- Expenses for printing materials, purchase of stationery serving the standard elaboration of programs, elaboration of reference reports: Actual payments shall be decided by heads of the units within the assigned estimates and lawful spending documents;

The Circular No. 26/2022/TT-BTC comes into force from May 26, 2022.
