Exemption of Nationality Fees for Free Migrants in the Vietnam-Laos Border Region

Circular 64/2017/TT-BTC issued by the Minister of Finance providing guidance on the exemption of nationality, civil status, and residence registration fees for individuals permitted to reside under the Vietnam-Laos Agreement.

Effective from August 15, 2018, the fee exemption for nationality procedures, civil registration, residence, etc. is granted to the following subjects:

- Individuals who migrated freely in the Vietnam or Laos border area before 1985;- Individuals who migrated freely in the Vietnam or Laos border area from 1986 to July 08, 2013, with the conditions:- Respecting the laws of the country of residence, not violating criminal laws;- Having a stable life, owning houses, and farmland in the country of residence;- Not being wanted or currently serving a sentence under the laws of their original country.- Individuals who migrated freely in the border area of the two countries from 1986 to July 08, 2013, not meeting the above three conditions as returned by Laos but accepted by Vietnam.- Individuals in a non-registered marriage who, upon registration, wish to reside in the territory of Vietnam.

Circular 64/2017/TT-BTC replaces Circular 93/2014/TT-BTC.
