Ethnic Affairs Office to be Established When There Are at Least 5,000 Ethnic Minority People Needing Government Assistance

This is one of the notable contents of Decree 108/2020/ND-CP on the amendment and supplementation of several articles of Decree 37/2014/ND-CP regulating the organization of specialized agencies under the People's Committee of districts, district-level towns, provincial cities, and centrally-run cities, issued on September 14, 2020.

The Department of Ethnic Affairs shall be responsible for advising and assisting the district-level People's Committee in performing the function of state management of ethnic affairs.

Specifically, in Clause 10, Article 1 of Decree 108/2020/ND-CP amending and supplementing Clause 4, Article 8 of Decree 37/2014/ND-CP, it is stipulated that the Department of Ethnic Affairs shall be established when the following criteria are met:

- There are at least 5,000 ethnic minority people who need concentrated assistance and support from the State for development;- Ethnic minorities reside in areas crucial for security and defense; in interwoven living areas; in border areas with a high population of ethnic minorities from our country and neighboring countries frequently crossing the border.

In cases where a separate Department of Ethnic Affairs is not organized, the function of advising and assisting the district-level People's Committee in state management of the ethnic affairs sector or field shall be performed by the Office of the People's Council and the People's Committee.
