Enhancement of the implementation of population-related work in the new situation in Vietnam

To effectively achieve the goals, tasks, and solutions for population-related work, and promptly address existing problems, limitations, and inadequacies, the Prime Minister of the Government of Vietnam requires:

(1) Ministry of Health

- Strengthen inspection and urging of ministries, central authorities, and local authorities to effectively implement the guidelines, policies, and laws regarding population-related work, especially solutions to maintain a sustainable replacement fertility rate, care for the health of the elderly, adapt to population aging, and improve population quality.

- Focus on reviewing, amending, and supplementing to complete institutions, mechanisms, policies, and laws concerning population-related work, with an emphasis on solutions to maintain a sustainable replacement fertility rate nationwide, suitable for different regions, population groups, and the quantity and quality of the population; expedite the progress of drafting the Population Law and report to the Government of Vietnam as directed in Decision 53/QD-TTg of 2024.

- Urgently implement the restructuring and enhancement of the effectiveness and efficiency of the organizational apparatus, and improve the quality of officials and public employees involved in population-related work at various levels as outlined in Decision 496/QD-TTg of 2021.

(2) People's Committees of provinces and centrally-run cities

- Continue to organize and effectively implement the guidelines, policies, and solutions of the Communist Party and State regarding population-related work, especially solutions to maintain a sustainable replacement fertility rate, and care for the health of the elderly in accordance with programs and projects approved by the Prime Minister of the Government of Vietnam.

- Issue or submit to competent authorities for issuance documents to synchronously and effectively implement the guidelines, policies, and laws regarding population-related work, especially in localities with fertility rates below replacement levels.

- Review, consolidate, and restructure the organizational apparatus and human resources involved in population-related work; allocate sufficient resources to effectively carry out population-related work in the locality.
