On October 03, 2017, the General Department of Customs issued Official Dispatch 6484/TCHQ-KDHQ providing detailed guidance on the inspection request dossier as follows:

- In case of inspection regarding the code or code classification criteria: The unit submitting the sample shall prepare a dossier requesting analysis for classification in accordance with Circular 14/2015/TT-BTC and guidance documents of the General Department of Customs;- In case of inspection regarding precursors, banned substances: The inspection request dossier shall clearly state the suspected active ingredient and the title of the legal document;- For other inspection contents: The inspection request dossier shall clearly state the content, purpose of the inspection, and comply with the applicable regulatory documents;- In case of the same goods sample but requiring both inspection and analysis for classification, separate dossiers for inspection and analysis for classification shall be prepared in accordance with the Regulation on Inspection and Analysis of Export and Import Goods in Decision 2999/QD-TCHQ.
