July 30, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 3935/BGDDT-GDTrH regarding guidance on the implementation of secondary education tasks for the 2024-2025 academic year.
According to Official Dispatch 3935/BGDDT-GDTrH in 2024, the implementation of innovative management practices in secondary education institutions continues and focus on the following:
- Proactively review and advise the People's Committee to submit to the Provincial People's Council the issuance of resolutions specifying local policies to ensure the conditions to implement the General Education Program 2018. Issue directive documents to carry out secondary education tasks suited to local and institutional conditions. Actively advise and contribute to building and amending legal documents to implement Resolution 32/NQ-CP dated March 20, 2024, of the Government of Vietnam and Plan 390/KH-BGDDT dated April 22, 2024, of the Ministry of Education and Training of Vietnam.
- Direct schools to enhance the management of teaching and educational activities linked to personnel management, facilities, teaching equipment, and finance through the development and implementation of the school's educational plan. Grant autonomy to the professional teams in managing individual education plans and teachers' lesson plans, ensuring quality, practicality, and efficiency.
- Enhance digital transformation in teaching and management, effectively implement the streamlining of records and books in schools. Successfully implement digital transformation in teaching, assessment, and school management as directed by the Prime Minister of the Government of Vietnam; focus on digital transformation in managing secondary students' academic and behavioral results under the guidance of the Ministry of Education and Training of Vietnam.
- Strictly enforce regulations on the management and use of reference publications. Pay particular attention to having professional teams and teachers tightly control the content to prevent reference publications with content violating Vietnam's sovereignty, cultural traditions, and customs from being used in teaching.
- Continue to promote private investment in education and international cooperation in secondary education linked to enhancing management, inspection, and supervision: private secondary educational institutions, educational institutions with foreign cooperation and investment, partnerships with foreign organizations and individuals to carry out educational activities; integrated educational programs, foreign educational programs, and educational programs in foreign languages; compulsory education content for Vietnamese students in foreign-invested private educational institutions.
- Participate in organizing quality, efficient, and conformable examinations and competitions. Prepare well for the organization of the high school graduation exam locally and national and international exams and competitions, ensuring fairness, objectivity, and honesty according to the Ministry of Education and Training of Vietnam's guidelines. Select and organize or participate in local competitions following the policy of streamlining exams and competitions to reduce pressure on teachers and students.
- Promote communication work: Proactively provide information to relevant organizations and individuals locally about the status of implementing innovation policies for secondary education; the situation and results of implementing the new program, new textbooks for secondary education to create societal consensus, and promptly resolve difficulties and obstacles. Encourage teachers and education managers to proactively write and report on the sector's activity results; examples of good people, good deeds, and exemplary figures to motivate education managers, teachers, and students, creating widespread influence in the community.
- Strengthen inspection and guidance on the implementation of policies and laws regarding education and training, focusing on inspecting: the implementation of General Education Program 2018; extra teaching and learning activities; the selection of textbooks; the management and use of reference publications in educational institutions; the management of teaching activities; school enrollment procedures; school transfers and the acceptance of students at secondary and high schools.
