On October 1, 2024, the Minister of Culture, Sports and Tourism of Vietnam promulgated Circular 07/2024/TT-BVHTTDL regulating the economic-technical norms for inspection, information, and communication services regarding copyright, related rights to serve state management work in Vietnam.
The contents of economic - technical norms for assessment, information, and communication services regarding copyright, related rights for state management in Vietnam from December 12, 2024, include:
- Labor cost: This is the time necessary for both direct and indirect labor of average labor levels to complete the delivery of a service.
The cost for direct labor is the time spent on procedures according to the guidelines for implementing public service activities, calculated in workdays equivalent to 1 working day (8 hours) of a laborer as stipulated in Article 105 of the Labor Code 2019. The cost for indirect labor is calculated as 15% of the corresponding direct labor;
- Material consumption: This refers to the quantity of specific and necessary materials used directly for providing public service activities. The consumption level in the norms is calculated by the quantity of each specific type of material. The consumption of auxiliary materials is calculated as 10% of the total material norm;
- Machinery and equipment usage: This is the time of usage for each type of machinery and equipment to support the provision of public service activities. The consumption level in the norms is calculated by shifts of machine usage, each shift equivalent to 1 working day (8 hours) according to Article 105 of the Labor Code 2019;
- In addition to the costs mentioned above, for those that are not determined within the norms but constitute an element of the cost in professional assessment activities, information, and communication, agencies and organizations, based on the actual situation and current regulations, are responsible for building estimates, settling accounts, and organizing activities to provide assessment, information, and communication services on copyright, related rights as per regulations.
