Conditions for Conversion from Rice Cultivation Land to Other Crop Structures

The Government of Vietnam has just issued Decree 62/2019/ND-CP on amending and supplementing several articles of Decree 35/2015/ND-CP on the management and use of rice cultivation land.

amending and supplementing the conditions for conversion from rice cultivation to the cultivation of annual plants, perennial plants, or combined rice cultivation with aquaculture as follows:

- Do not cause loss of suitable conditions to revert to rice cultivation; do not cause pollution, soil degradation; do not damage transport and irrigation works serving rice cultivation land;- Compatible with the crop structure transformation plan of the commune level, ensuring transparency and openness;- The transformation of crop structure from rice cultivation to the cultivation of perennial plants must be done by region, to form concentrated production areas and efficiently exploit available infrastructure; in line with the orientation of improving infrastructure serving local agricultural production;- In the case of combined rice cultivation with aquaculture, it is allowed to utilize up to 20% of the land area to lower the ground depth by no more than 120 cm for aquaculture. When necessary, the land must be restored for rice cultivation.
