Recently, the Minister of Information and Communications of Vietnam issued Circular 06/2022/TT-BTTTT stipulating the guidance on the Communication Project and information poverty reduction under the National Target Program on Sustainable Poverty Reduction in the 2021-2025 period.
According to the Circular, the requirements for public information service points for communes with extremely disadvantageous socio-economic conditions, communes and island districts in Vietnam are as follows:
- There is a system of tables and chairs for people to read books, newspapers, and magazines;
- Having at least 01 computer connected to the broadband internet, ensuring information security;
- Having at least 01 cabinet/shelf to display and introduce printed publications and newspapers;
- Ensure the lighting system and electric fans for people using the service conveniently;
Opening hours: at least 6 hours per day, Monday through Saturday (excluding public holidays and New Year's in Vietnam according to State regulations).
Opening hours must be publicly posted in a conspicuous place for people to know.
Location: At the postal service point of the public postal network.
Operations:
- Receive publications, printed press from the Project and other programs and projects to serve the people in the area of Vietnam;
- Provide service (free of charge) for: reading, books, newspapers, and magazines (including electronic publications and electronic newspapers);
- Provide broadband internet access services for people to exploit essential information, read electronic publications, electronic newspapers, and use online public services.
Vietnam's Circular 06/2022/TT-BTTTT takes effect from August 14, 2022.
