Collection of tuition fees for 2023-2024 academic year according to Decree No. 97/2023/ND-CP in Vietnam

On February 21, 2024, the Ministry of Education and Training of Vietnam promulgated Official Dispatch No. 673/BGDDT-KHTC on the implementation of Decree No. 97/2023/ND-CP on amendments to Decree No. 81/2021/ND-CP on tuition fees of educational institutions affiliated to the national education program and collection, management thereof; policies on tuition fee exemption, reduction, and financing for learning fees; service fees in education and training sectors.

Collection of tuition fees for 2023-2024 academic year according to Decree No. 97/2023/ND-CP in Vietnam

According to the Official Dispatch, public educational institutions shall collect the tuition fees for the 2023-2024 academic year in compliance with Decree No. 97/2023/ND-CP as follows: 

- Public higher education and vocational education institutions with disclosed tuition fees for the 2023-2024 academic year higher than the top tuition fee limit prescribed in Decree No. 97/2023/ND-CP shall adjust the tuition fees for the 2023-2024 academic year according to Decree No. 97/2023/ND-CP; the increased amount (collected) shall be refunded to learners or deducted from the next tuition collection period. The mentioned operations shall be implemented publicly for learners and society, ensuring consensus and consistency in the implementation.

- Regarding public preschool education and general education facilities 

If provincial People’s Councils and educational institutions have issued the tuition range or tuition fees for the 2023-2024 academic year with increased tuition fees compared to the 2021-2022 academic year, local budgets shall cover the increased amount compared to the tuition fees for the 2021-2022 academic year.

The support for each educational institution shall be decided by local authorities. If local budgets fail to ensure the increased amount compared to the tuition fees for the 2021-2022 academic year, make adjustments according to Decree No. 97/2023/ND-CP; the increased amount (collected from learners) shall be refunded to learners or deducted from the next tuition fee collection period. 

- Regulations not amended by Decree No. 97/2023/ND-CP shall continue to be implemented according to Decree No. 81/2021/ND-CP.
