Circular 58/2020/TT-BCA: Requirement to Carry Vehicle When Performing Vehicle Registration Procedures

According to this Circular, one of the responsibilities of the vehicle owner is to bring the vehicle to the vehicle registration authority for inspection for initial registration, ownership transfer, modification, or color change. Additionally, during the vehicle registration process, the officer will inspect the actual vehicle along with the documentation. The specific process for vehicle registration and issuance of license plates is as follows:

- The vehicle owner submits documents as prescribed in Article 7, Article 8, and presents the documents of the vehicle owner as per Article 9 of Circular 58/2020/TT-BCA;- Officers responsible for vehicle registration inspect the documentation and the actual vehicle comprehensively;- Guide the vehicle owner to select the license plate on the vehicle registration system;- The vehicle owner receives an appointment slip for the vehicle registration certificate, pays the registration fee, and receives the license plate;- Officers responsible for vehicle registration complete the documentation and issue the vehicle registration certificate.

Currently, this regulation is also specified in Clause 2, Article 5 and Clause 1, Article 6 of Circular 15/2014/TT-BCA. Specifically, when registering a vehicle, the vehicle owner must also bring the vehicle to the vehicle registration authority for inspection. Upon receiving the vehicle registration documentation, the registration officer must inspect and compare the documentation with the actual vehicle. If the documentation is complete and conformable, the registration will be processed.
