Changes in the criteria for assessing the PAR index in Vietnam

On November 10, 2022, the Ministry of Home Affairs of Vietnam issued Decision 876/QD-BNV on approving the Scheme of "Determining the PAR index of ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities" for the 2022–2030 period.

On November 10, 2022, the Ministry of Home Affairs of Vietnam issued Decision 876/QD-BNV approving the scheme of "Determining the PAR index of ministries, ministerial-level agencies, people's committees of provinces, and centrally run cities" for the 2022–2030 period.

According to Decision 876/QD-BNV, changing a number of criteria for evaluating the provincial PAR index, for example:

- Supervising and directing administrative reform: 07 criteria and 02 component criteria

(Compared to Decision 1149/QD-BNV, 1 criterion is reduced.)

- Reform of administrative procedures: 05 criteria and 14 component criteria;

(Reduce the 05 component criteria)

- Organizational reform of the administrative apparatus: 03 criteria and 12 component criteria;

(Reduce 01 criterion)

- Reform of public finance: 03 criteria and 14 component criteria;

(Increase 01 criterion, 01 component criterion.)

- Building and developing e-government and digital government:03 criteria and 14 component criteria (new criteria added)

- Impact of PAR on people, organizations, and socio-economic development: 05 criteria, 08 component criteria;

(Increase one criterion while lowering 01 component criterion)

(No longer specifying criteria for administrative modernization; building and improving the quality of the contingent of cadres, civil servants, and public employees; developing and organizing the implementation of legal documents in the province of Vietnam)

More details can be found in Vietnam's Decision 876/QD-BNV, which takes effect from the date of signing and replaces Vietnam's Decision 1149/QD-BNV dated December 30, 2020.
