By 2030, 70% of public employees must achieve foreign language proficiency level 4 or higher

This is a specific objective stipulated in Decision 1659/QD-TTg of the Prime Minister of the Government of Vietnam on the approval of the Scheme "National Program on Foreign Language Learning for Officials and Public Employees for the period 2019 - 2030".

Enhance the training to improve the foreign language proficiency both in quantity and quality for the team of Vietnamese officials and public employees to ensure that by the end of the year 2030, they must:

- 60% of officials at the Central level; 35% of officials at the provincial and district levels achieve foreign language proficiency level 4 or higher according to regulations and specialized foreign languages (focusing on CBCC leadership from the department level upwards under 40 years old);- 70% of public employees and 60% of public employees holding leadership and management positions achieve foreign language proficiency level 4 or higher according to regulations and specialized foreign languages;- 30% of officials at the commune level and 25% of leaders and managers at the commune level under 40 years old working in areas or fields that require the use of foreign languages achieve foreign language proficiency level 3 or higher according to regulations and specialized foreign languages.
