The Party Central Committee's Central Committee's Resolution No. 15-NQ/TW on orientations and tasks of development of Hanoi capital through 2030, with a vision toward 2045, which set the objectives up to 2025, and Hanoi will have 3-5 rural districts to urban districts.

Accordingly, the resolution on multiple tasks, solutions and applications shall consist of:

- To strive for the target that there will be 3-5 rural districts by 2025 and 1-2 rural districts by 2030.

- To develop a civilized and modern Hanoi urban center with unique characteristics, creating a spillover effect and linking the northern urban region and the whole country.

- Focus on forming a number of new growth poles; gradually create urban cluster, satellite urban areas, urban development model in which traffic is oriented in parallel with strict management of high-rise housing development and population growth in central urban areas.

- To renovate, embellish and reconstruct urban centers in association with preserving and promoting the value of.

- To formulate particular mechanisms and policies and effectively carry out the amelioration and reconstruction of old condominiums;

To move industrial establishments causing environmental pollution, tertiary education establishments or hospitals under planning and out of urban areas;

Prioritize use of unoccupied land areas for construction of public and social welfare facilities.
