On March 06, 2024, the Government of Vietnam issued Decree 28/2024/ND-CP guiding the procedures for awarding and posthumously awarding the "Glorious Youth Volunteer Medal of Vietnam" and commendations summarizing achievements during the resistance war.
The authority for considering the award, and posthumous award of the "Glorious Youth Volunteer Medal of Vietnam" is as follows:
- The Chairman of the People's Committee at the commune level directs the appraisal of the dossier recommending the awarding, posthumously awarding of the "Glorious Youth Union Medal" in the area, and presents it to the Chairman of the People's Committee at the district level for consideration and recommendation for commendation.
- The Chairman of the People's Committee at the district level directs the compilation of the dossiers recommending the awarding, posthumously awarding of the "Glorious Youth Union Medal" in the area, and presents it to the Chairman of the People's Committee at the provincial level for consideration and recommendation for commendation.
- The Chairman of the People's Committee at the provincial level directs the appraisal of the dossier recommending the awarding, posthumously awarding of the "Glorious Youth Union Medal" in the area, and presents it to the Prime Minister of the Government of Vietnam for consideration, who then presents it to the President for decision to award, posthumously award the "Glorious Youth Union Medal" through the Ministry of Home Affairs.
The rights and obligations of Youth Union members when awarded, posthumously awarded the "Glorious Youth Union Medal" are as follows:
- To receive the Medal, Certificate of Medal, and continue to enjoy the benefits under the provisions for commendation of resistance war.
- To exercise the rights and fulfill the obligations as prescribed by the law on emulation and commendation.
- Youth Union members or relatives of Youth Union members who have sacrificed or passed away are responsible for honestly and accurately declaring, providing all necessary documents and dossiers proving the working process in the Youth Union units, and being accountable before the law for the content of the declaration and the legality of the documents and dossiers proving the working process of the Youth Union members.
