The following article discusses the proactive deployment of forces and means ready to support localities in responding to typhoon YINXING in Vietnam as stipulated in Official Telegram 114/CD-TTg in 2024.

On November 7, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 114/CD-TTg to proactively respond to typhoon YINXING.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, on November 8, 2024, the typhoon will enter the eastern part of the northern East Sea area (becoming typhoon No. 7); by 13:00 on November 8, 2024, the typhoon's center position is approximately 18.5 degrees North latitude, 118.8 degrees East longitude, with the strongest winds near the typhoon center level 14, gusting level 17, then the typhoon continues to move west and changes direction to the southwest towards the Hoang Sa archipelago and the coastal area of the Central Central Region. typhoon No. 7 may cause thundertyphoons, cyclones, strong winds, and large waves, very dangerous for boats and vessels operating in the northern and central East Sea areas (including the Hoang Sa archipelago and the coastal area of the Central and South Central Region) from November 8 to 12, 2024.
This is a powerful typhoon, with complex developments. To proactively respond and minimize damage caused by the typhoon, the Prime Minister of the Government of Vietnam requires ministers of ministries and chairpersons of the People's Committees of provinces and cities to organize monitoring, update developments of the typhoon, rain, and flood, promptly direct and implement response work according to the functions and tasks assigned, focusing on some specific tasks regulated in Official Telegram 114/CD-TTg of 2024 as follows:
- Chairpersons of the People's Committees of provinces and cities proactively direct and implement prompt and effective response work to the typhoon, in accordance with the actual developments of the typhoon and floods at local levels, focusing on strictly controlling boats going to sea, ensuring the safety of vessels still operating at sea and at anchoring places; reviewing plans, ready to evacuate residents in dangerous areas, promptly implementing measures to ensure the safety of lives and property for people when the typhoon poses a direct threat; proactively implement work ensuring the safety of dykes and reservoirs; ready to deploy forces and means to promptly support the people, for rescue, flood and typhoon recovery.
- The Ministry of Natural Resources and Environment of Vietnam organizes close monitoring, forecasting, and promptly updates information on typhoon developments for relevant agencies and the public to proactively implement response measures.
- The Ministry of National Defense of Vietnam and the Ministry of Public Security of Vietnam direct relevant agencies and units to review response plans, proactively organize, deploy forces and means ready to support local areas in coping with typhoons and floods upon local request.
- The Ministry of Industry and Trade, the Ministry of Transport, and relevant ministries and central authorities of Vietnam, following state management functions and assigned tasks, proactively direct and cooperate with local areas to implement work ensuring the safety of oil and gas activities at sea, mineral exploitation, and the power grid system; ensuring the safe operation of hydroelectric reservoirs; ensuring transportation safety as regulated.
- The Minister of Agriculture and Rural Development of Vietnam organizes close monitoring, proactively directs and effectively implements response to typhoons and floods according to assigned tasks and authorities; ensuring the safety of agricultural production activities, dykes, and reservoirs; promptly reports and proposes to the Prime Minister of the Government of Vietnam issues beyond authority.
- Vietnam Television, the Voice of Vietnam, Vietnam News Agency, and media agencies increase the coverage on typhoon developments and response directives to inform the public, enhancing readiness for prevention and avoidance.
