Below content is referred to in Notification 499/TB-VPCP dated November 1, 2024, regarding the conclusions of Deputy Prime Minister of the Government of Vietnam Tran Hong Ha - Chair of the Committee at the Meeting of the National Civil Aviation Security Committee issued by the Office of the Government of Vietnam.

Completion of the Scheme for addressing ICAO's recommendations in December 2024 in Vietnam

After hearing the report on the activities of the National Civil Aviation Security Committee and the opinions of the participating agencies and units, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha - Chair of the National Civil Aviation Security Committee made the following requests:

(1) The Ministry of Transport is to develop a scheme to address ICAO's recommendations, establishing a separate Civil Aviation Accident Investigation Committee from the state's regulatory role; supplementing the positions and tasks of the National Civil Aviation Security Committee; as for the Civil Aviation Accident Investigation Committee: determining the competent authority for establishment, utilizing specialized agencies to assist with accident investigations; defining the position and requirements for information and data consistency of the Office of the National Civil Aviation Security Committee, to complete the scheme by December 2024.

(2) From now until the end of 2024, the Ministry of Transport directs the Civil Aviation Authority of Vietnam to update aviation security regulations, review, inspect, and assess agencies and aviation enterprises across the entire system regarding: aviation security programs, passenger screening, luggage checks, inspection equipment, security personnel, training and education, management systems, incident report analysis, supervision and assessment... The Ministry of Public Security is to participate in the inspection and assessment process.

(3) After inspecting agencies and enterprises in the aviation system, the Civil Aviation Authority of Vietnam is to assess the needs for aviation security equipment at airports that do not meet requirements; propose infrastructure, technical, and workforce solutions; and report at the next meeting of the National Civil Aviation Security Committee.

(4) The National Civil Aviation Security Committee assists the Prime Minister of the Government of Vietnam in directing and coordinating to resolve important issues regarding aviation security assurance and response directives.

The Ministries including Transport, National Defense, Public Security, and other relevant ministries and central authorities are to develop scenarios for drone intrusion and cyberattack exercises, taking control of operations at airports with both high and low passenger volumes.

The Ministries including Information and Communications, Public Security, Transport, and the State Capital Management Committee at enterprises are to inspect the cybersecurity systems of state management agencies and aviation enterprises; reprimand and criticize any agencies or units that lose network information security; require swift remediation of the lost security and safety of information systems in November 2024.

Leaders of agencies and enterprises are responsible for failing to fully implement cybersecurity assurance and not responding promptly to requirements; they shall bear legal responsibility for aviation safety and security.

The Ministry of Information and Communications is to organize specialized exercises on cybersecurity assurance.

(5) Relevant agencies and units are to prepare and perform well the tasks of the National Civil Aviation Security Committee in the upcoming period: review institutional structures, consolidate organizational setups; inspect the issuance of regulatory documents, procedures as required by the Annexes to the Convention on International Civil Aviation; and matters related to exercise activities.
