On October 31, 2024, the Minister of Education and Training of Vietnam promulgated Circular 14/2024/TT-BGDDT guiding the process of developing, appraising, and promulgating economic-technical norms and methods for pricing educational and training services.
- Regulations on education programs, training programs, the standard volume of knowledge, and the output competency standards of learners corresponding to each education level and training level for formal education and other education programs for continuing education.
- Provisions stipulated in the Charter for preschools; Charter for primary schools; Charter for lower secondary schools, upper secondary schools and multi-level schools; Charter for colleges of pedagogy; Regulations on the organization and operation of continuing education institutions, higher education institutions; job positions, public employee structure according to professional titles and work quantity norms, work policies for educators, administrative staff, and service staff at educational institutions.
- The actual operating conditions of educational institutions regarding physical infrastructure, including buildings, workshops, machinery, teaching, and learning equipment.
- Regulations on standards, norms for equipment and means of work for teachers, lecturers, and workers in public service providers.
- Regulations on standards, norms for using the area of professional works and standards, norms for using specialized machinery, equipment in the field of education and training.
- Annual statistics or data in reporting periods and related documents.
- Standard method: based on legal standards and regulations on labor time, rest policies, and machinery and equipment consumption to develop labor, equipment, material, and infrastructural norms for each task, serving as a basis for calculating and developing economic - technical norms.
- Comprehensive statistical method: based on annual statistics or data from reporting periods over a continuous period of 3 years prior to the point of developing economic - technical norms and the actual education and training at the educational institution to develop economic - technical norms.
- Experimental analysis method: conducting surveys and experiments according to each process and job content; based on survey and experiment results to analyze and calculate each factor constituting the norm.
- Comparative method: based on the norms of equivalent work and products implemented in reality to develop economic - technical norms.
