The following article discusses the Dossier for reissuing military driver license due to damage or incorrect information as of January 1, 2025 in Vietnam as stipulated in Circular 68/2024/TT-BQP.

On October 14, 2024, the Minister of National Defense of Vietnam issued Circular 68/2024/TT-BQP prescribing the training, examination, and issuance of military driver licenses; legal education on road traffic for operators of specialized motorcycles under the management of the Ministry of National Defense.
According to Clause 3, Article 45 of Circular 68/2024/TT-BQP, the Dossier for reissuing military driver licenses due to damage or incorrect information include:
- Official Dispatch requesting the replacement of the military driver license (with accompanying list) from the technical agency or logistical-technical department of units under the Ministry of National Defense;
- Documents specified at points b, c, Clause 2, Article 45 of Circular 68/2024/TT-BQP;
+ Personal request form for replacing the military driver license as prescribed in Form No. 07, Appendix I attached to Circular 68/2024/TT-BQP;

++ Health certificate according to regulations issued by medical organizations at the regiment level and above, verified according to Form No. 02, Appendix I attached to Circular 68/2024/TT-BQP;

- Copy of documents proving incorrect information.
The procedure for replacing a military driver license due to damage or incorrect information is specifically stipulated in Clause 6, Article 45 of Circular 68/2024/TT-BQP as follows:
- Individuals with a military driver license submit one set of documents as specified at points b, c, Clause 2, Article 45 of Circular 68/2024/TT-BQP for cases of replacing military driver licenses due to expiration, having expired for less than 3 months; documents as specified at points b, c, Clause 3, Article 45 for cases of damaged or incorrect information; documents at points b, c, d, dd, e, Clause 4, Article 45 for replacing civilian to military licenses for vehicle-machine or vehicle-machine-transport agencies;
- Vehicle-machine or vehicle-machine-transport agencies of units, according to hierarchy, check the documents, compile reports with accompanying lists (including personal documents), and send the request for military driver license replacement to the General Department of Transport/General Department of Logistics - Technical, either through the military data network, directly, or via military mail;
- Within 10 working days from the date of receiving complete and valid documents, the General Department of Transport/General Department of Logistics - Technical appraises and replaces the military driver license according to the regulation. In cases where conditions do not allow for replacement, the General Department of Transport/General Department of Logistics - Technical shall notify in writing the primary vehicle-machine organization under the Ministry of National Defense, stating the reasons.
Refer to Circular 68/2024/TT-BQP effective from October 1, 2025.
Since the effective date of Circular 68/2024/TT-BQP, the following Circulars are annulled:
- Circular 170/2021/TT-BQP of the Minister of National Defense, which prescribes training, examination, and issuance of military driver licenses; legal education for operators of specialized motorcycles within the Ministry of National Defense;
- Circular 86/2023/TT-BQP of the Minister of National Defense amending, supplementing certain articles of Circular 170/2021/TT-BQP of the Minister of National Defense regarding training, examination, and issuance of military driver licenses; legal education for operators of specialized motorcycles within the Ministry of National Defense.
