Areas with 500 or More Households to Establish Ward Neighborhood Groups

This is the notable content in Circular 09/2017/TT-BNV issued by the Ministry of Home Affairs to provide guidance on the organization and activities of villages and residential groups.

The scale of households for establishing a residential group, and village in Circular 09 is double compared to current regulations. The specific quantities are regulated as follows:

- Regarding the establishment of a residential group: In the plains, it must be from 500 households or more; in mountainous and island areas, it must be from 300 households or more to establish a residential group.- Regarding the establishment of a village: In the North, Central, and Central Highlands regions, it must be from 400 households or more; in the Southern region, it must be from 500 households or more; and in mountainous and island areas, it must be from 200 households or more.

Additionally, each village and residential group shall have only 1 Head and 1 Deputy to manage the village and residential group.
