Applications for recognition of diplomas issued by foreign educational institutions for use in Vietnam from November 2, 2024 

An applicant for the recognition of diplomas shall provide information on such diplomas according to Appendix I of Circular No. 13/2021/TT-BGDDT, upload the application on the Online Public Service Portal of the Ministry of Education and Training of Vietnam or a Department of Education and Training, and pay the prescribed fees. 

An application includes: 

- Copies of the diplomas or copies of the original documents on the issuance of diplomas requested for recognition enclosed with authenticated Vietnamese translations;

- Copies of appendixes of diplomas or the learning outcome tables enclosed with authenticated Vietnamese translations; 

- Authenticated copies of relevant diplomas and/or certificates (if any); 

- Evidence for overseas study (if any): decisions on study appointment and acceptance of labor-management units; passports, visas, and passport stamps in conformity with the time of overseas study or other proof documents; 

- Power of attorney to verify information on diplomas (if requested by verifying units). 

The upload of the application on the Online Public Service Portal is as follows: 

- If the applicant for diploma recognition has information and/or evidence for the direct verification from the issuing educational institution or a verifying authority, he/she shall provide such information and/or evidence for direct verification for the diploma recognition authority while uploading the following documents on the online public service portal: scanned copies of application components prescribed in Points a and b Clause 2 Article 7 of Circular No. 13/2021/TT-BGDDT (amended by Circular No. 07/2024/TT-BGDDT), exempted from authentication of electronic copies; authenticated electronic copies of application components prescribed in Points c and d Clause 2 Article 7 of Circular No. 13/2021/TT-BGDDT (amended by Circular No. 07/2024/TT-BGDDT); 

- If the applicant does not have any information and/or evidence for direct verification, he/she shall carry out the authentication of electronic copies of application components prescribed in Points a, b, c, and d Clause 2 Article 7 of Circular No. 13/2021/TT-BGDDT (amended by Circular No. 07/2024/TT-BGDDT) enclosed with the power of attorney to verify information on diplomas (if the requested by verifying units) and carry out the upload on the online public service portal; 

- Where the application is not uploaded on the online public service portal, the applicant for diploma recognition shall submit the application in person or by post to the diploma recognition authority following Clause 2 Article 7 of Circular No. 13/2021/TT-BGDDT (amended by Circular No. 07/2024/TT-BGDDT).
