Annulment of 3 Circulars and 2 Decisions issued by the Governor of the State Bank of Vietnam

The Governor of the State Bank of Vietnam promulgates Circular 05/2024/TT-NHNN to annul entirely the following legislative documents issued by the Governor of the State Bank of Vietnam:

- Circular 07/1997/TT-NHNN7 dated December 4, 1997, by the Governor of the State Bank guiding the implementation of Decision 802/TTg dated September 24, 1997, of the Prime Minister of the Government of Vietnam regarding the handling of issues related to opening letters of credit.

- Decision 403/1997/QD-NHNN2 dated December 5, 1997, by the Governor of the State Bank regarding the permission for the Bank Project Management Board to apply the accounting system of the State Bank issued together with Decision 269/QD-NH2 dated December 4, 1992, of the Governor of the State Bank.

- Decision 456/2003/QD-NHNN dated May 12, 2003, by the Governor of the State Bank revising and supplementing Clause 1, Article 1 of the "Interbank Electronic Clearing Payment Regulation" issued together with Decision 1557/2001/QD-NHNN dated December 14, 2001, by the Governor of the State Bank.

- Circular 34/2012/TT-NHNN dated December 27, 2012, by the Governor of the State Bank regulating the development and maintenance of business software for the State Bank of Vietnam.

- Circular 13/2021/TT-NHNN dated August 23, 2021, by the Governor of the State Bank revising and supplementing certain articles of Circular 26/2013/TT-NHNN dated December 5, 2013, of the State Bank of Vietnam issuing the Service Fee Schedule for payments via the State Bank of Vietnam.

The Director of Legal Department, Heads of units under the State Bank of Vietnam, Directors of the State Bank branches in provinces, centrally-affiliated cities, credit institutions, and foreign bank branches are responsible for implementing Circular 05/2024/TT-NHNN.
