Amendments of authority to approve and adjust traffic organization plans on expressways in Vietnam

The amendments of authority to approve and adjust traffic organization plans on expressways are as follows:

- For expressways managed by the Ministry of Transport or expressways where the Ministry of Transport is the competent authority for investment projects under the public-private partnership method, the Vietnam Road Administration and the Vietnam Expressway Authority are responsible for approving and adjusting the traffic organization plans on the expressways according to the delegated authority.

- For expressways managed, operated, and exploited by enterprises under the state capital management committee at enterprises, the Vietnam Road Administration approves and adjusts the traffic organization plans.

- The agency assigned by the Ministry of Transport as the investor in the expressway construction investment project is responsible for reporting to the Ministry of Transport to propose to the provincial People's Committee to agree on the traffic organization plan at the connection point between the invested road and the local-operated expressway.

- The provincial People's Committee approves and adjusts the traffic organization plans for the expressways under their management.

Currently, the authority to approve and adjust traffic organization plans on expressways is as follows:

The Vietnam Road Administration approves the traffic organization plan for expressways managed by the central government, based on the proposal of the investor;

The provincial People's Committee, under the central government's authority, approves the traffic organization plan for expressways managed by the local authorities after receiving the evaluation report from the competent specialized agency and the agreed opinions of the Ministry of Transport.
