5 Points to Note in the Rotation of Cadres by the Politburo

According to Regulation 98-QD/TW recently issued by the Politburo, General Secretary Nguyen Phu Trong has mentioned some important points regarding the rotation and transfer of cadres as follows:

- Only rotate leadership and managerial staff. Do not rotate staff performing specialized or professional duties (except in cases of strengthening staff);- Do not transfer to Central, to local or to other localities those staff who have been disciplined, with weak abilities, decreasing credibility, or no prospects;- Rotated staff must be young, within the planning, with prospects; having political qualities, ethics, lifestyle, and working capabilities;- Rotated staff must have at least 2 terms (10 years) of service remaining from the time of rotation (male 50 years old, female 45 years old, except for female staff eligible for extended work time);- Rotated staff arranged to positions should not be locals, should not hold the position for more than 02 consecutive terms, and must have at least one full term of service.
