The Minister of Education and Training of Vietnam promulgates Circular 18/2024/TT-BGDDT dated November 28, 2024, regarding the Educational Program meeting learner requirements; updating knowledge, skills, and technology transfer (collectively referred to as the Educational Program Meeting Learners' Needs).
An Educational Program that meets learner requirements, including updates of knowledge, skills, and technology transfer is issued together with the Circular 18/2024/TT-BGDDT. This program consists of: Part One (General Issues) and Part Two (Specific Educational Programs) by following programs:
- Legal Education Program.
- Cultural and Social Education Program.
- Environmental Protection Education Program.
- Health Protection Education Program.
- Economic Development Education Program.
- Life Skills and Psychological Counseling Education Program.
- Career Orientation and Startup Education Program.
- Digital Transformation in Community Education Program.
The Educational Program that meets learner requirements; updates knowledge, skills, and technology transfer issued under Circular 18/2024/TT-BGDDT is intended for continuing education institutions and other educational institutions to meet the needs of continuous and lifelong learning of community residents, thus contributing to raising intellectual standards and building a learning society.
Regarding the objectives, the Educational Program meeting learner requirements aims to provide learning opportunities for those seeking to update and supplement essential knowledge and skills for life, production, receive new technology, and develop the economy for income generation, thereby enhancing the quality of life for themselves and their families. It also addresses the need to raise intellectual standards, cultivate local human resources, and the demand for continuous and lifelong learning for everyone; contributing to the construction of a learning society and sustainable community development.
The Educational Program that meets learner requirements contributes to the continued development of necessary qualities and capabilities for learners in life relationships, the ability to self-study, and the awareness of lifelong learning. It provides career orientation suitable to their capacities, conditions, and circumstances, both personal and societal.
Circular 18/2024/TT-BGDDT comes into effect on January 14, 2025, and replaces Circular 26/2010/QD-BGDDT which issued the Continuing Education Program to meet learner requirements, update knowledge, skills, and technology transfer.
