05 new administrative procedures in oil spill response under the management of the Ministry of National Defense of Vietnam

On November 4, 2024, the Minister of National Defense of Vietnam issued Decision 5204/QD-BQP to announce the list of administrative procedures in oil spill response under the management functions of the Ministry of National Defense.

05 new administrative procedures in oil spill response under the management of the Ministry of National Defense of Vietnam

The 05 new administrative procedures in oil spill response within the scope of management functions of the Ministry of National Defense include:

- 02 Central-level administrative procedures

+ Procedure for appraisal and approval of oil spill response plans for offshore oil and gas facilities and projects.

Implementing  agency:  National  Committee  for  Incident,  Disaster  Response,  and  Search  and  Rescue.

+ Procedure for appraisal and approval of oil spill response plans for oil depots with a total storage capacity of 50,000m3 or more, and oil ports capable of receiving ships with a deadweight tonnage of 50,000 DWT or more.

Implementing  agency:  National  Committee  for  Incident,  Disaster  Response,  and  Search  and  Rescue.

- 02 Provincial-level administrative procedures

+ Procedure for appraisal and approval of oil spill response plans for ports, facilities, and projects in the locality.

Implementing  agency:  Provincial  People's  Committee.

+ Procedure for appraisal and approval of oil spill response plans for local ports, oil depots with a total storage capacity below 50,000m3, and oil ports capable of receiving ships with a deadweight tonnage below 50,000 DWT.

Implementing  agency:  Provincial  People's  Committee.

- 01 District-level administrative procedure: Procedure for appraisal and approval of oil spill response plans for fuel and oil businesses with only a small risk of oil spills on land, river, or sea.

Implementing agency: District People's Committee.
