Recently, the Ministry of Education and Training signed and promulgated Circular 35/2020/TT-BGDDT on the regulation of codes, standards for professional titles, appointment, and salary classification for public employees teaching at public teacher training colleges.

Circular 35 stipulates the cases of appointment to professional titles for public employees teaching in public pedagogical colleges in Vietnam as follows:

- Employees recruited by the educational institution in accordance with the law, who have completed the probationary policies for the public employee and have been evaluated by the head of the educational institution as meeting requirements after the probationary period;

- Employees who have been appointed to the professional title of public employee teaching in public higher educational institutions as specified in Joint Circular 36/2014/TTLT-BGDDT-BNV or equivalent, are now appointed to the professional title of public employee teaching in pedagogical colleges as defined in this Circular;

- Employees who change professional titles in accordance with the Law on Public Employees and its guiding documents.
