Resources for implementing the Planning for Exploration, Extraction, Processing, and Use of Mineral Resources as Building Materials for the Period 2021-2030, with Vision to 2050 in Vietnam are as follows:
(1) Regarding laws and policies
- Continue to review, amend, and supplement complete mechanisms, policies, and legal regulations on minerals, planning, investment, land, environment, taxes, fees, forestry, etc., to ensure consistency, synchrony, and convenience for the implementation of the planning of minerals for building materials, while also creating favorable conditions for businesses to invest in mineral extraction and processing projects for building materials.
- Strengthen coordination between the Ministry of Construction and the Ministry of Natural Resources and Environment and Provincial People's Committees in licensing mineral activities, managing mineral activities, and providing information on the mining and processing of minerals after licensing.
- Complete policies and laws to restructure small-scale businesses with outdated technology, high resource loss, and environmental pollution, extracting without link to usage destinations to form businesses with sufficient scale, concentrated extraction, and processing with advanced, modern technology ensuring labor safety and environmental friendliness.
- Issue mechanisms to encourage investment in producing building materials using modern technology, saving natural resources, and using substitute materials from waste, by-products, and other wastes instead of natural minerals. Establish strict control mechanisms for building material production facilities that use many natural resources and pollute the environment.
- Issue mechanisms and preferential policies to encourage the use of low-quality by-products, waste, and by-products from mineral extraction and processing to be used as common building materials and landfill, meeting the objectives of a circular economy.
- Develop policies for the development of digital platforms, build digital data infrastructure, and digitize maps serving research, exploration, extraction, processing, and utilization of minerals as building materials.
(2) Regarding finance and investment
- Finance: Review and promptly adjust reasonable taxes, fees, and charges according to the principle of encouraging sector development, ensuring compliance with international practices, and maintaining the consistency of the policy system while balancing the interests of the state, businesses, and local people where minerals are extracted.
- Investment: Utilize internal resources, encourage capable domestic businesses to play a leading role in exploring, extracting, and processing strategic building materials with large reserves.
(3) Regarding capital
Investment capital for exploration, extraction, and processing of minerals for building materials, apart from some funds from the state budget, will mainly be ensured by businesses through self-capital, commercial loans on the financial market, and mobilization from other sources, specifically:
- State budget:
+ Ensure funding for evaluating the implementation of the planning; reviewing, adjusting planning; announcing planning; building, synchronizing, managing, operating, exploiting, and upgrading the national information and database system on planning.
+ Support funding for scientific research activities, training human resources, and applying advanced technology in exploration, extraction, and processing of minerals to use non-renewable mineral resources efficiently and economically according to the National Key Science and Technology Program serving innovation and modernization of mining and mineral processing technology, approved by the Prime Minister of the Government of Vietnam.
- Mobilizing other capital sources: Funding for exploration, extraction, processing, and use of minerals as building materials from lawful financial sources of organizations, individuals, and domestic and foreign investment funds following legal regulations.
(4) Regarding human resources
- Develop recruitment plans and train human resources appropriately to the profession's requirements and the progress of development projects in mineral extraction and processing, especially those with high technical skills, capable of accessing new technology.
- Focus on recruiting and training local labor, especially in mountainous areas with difficult and particularly difficult socio-economic conditions.
- Implement policies to attract and reward high-quality human resources; pay attention to the material and spiritual lives of workers.
- For the team of officials and public employees managing minerals and mineral planning fields, recruit and arrange personnel with expertise and practical experience; supplement and update knowledge of resources, environment laws, and related laws. Particularly, strengthen the team of officials and public employees handling local mineral management.
(5) Regarding training capacity enhancement
- Focus on investing in renovating, modernizing equipment and training methods, and retraining at specialized training and research facilities, laboratories; enhance the capacity and quality of scientific research using state budget and private investment.
- Strengthen cooperation between universities, scientific research institutions, and domestic laboratories with international training and research institutions to train experts, skilled workers, and provide high-quality training, research, and laboratory equipment.
- Open training, fostering, and training classes for officials working in the mineral field to promptly grasp new policies and new technologies for minerals as building materials.
(6) Regarding science and technology
- Promote scientific research in exploration, extraction, processing, and use of minerals to maximize the recovery of main minerals, accompanying minerals, and low-quality minerals.
- Invest in innovation technology, using advanced, modern equipment in mineral exploration, extraction, and processing to use resources efficiently, save energy, ensure labor safety, and protect the environment.
- Apply and develop digital platforms to build digital data infrastructure, digitize maps serving research, exploration, extraction, processing, and utilization of minerals as building materials.
- Regularly update and apply advanced scientific technology in exploration, extraction, and processing of minerals as building materials towards meeting circular economy, green economy, low-carbon criteria, aiming for net-zero emissions by 2050.
- Consolidate, build and enhance the scientific and technological capacity of organizations in the field of mineral resources for building materials, meeting research and basic investigation needs; establish a network of competent scientific and technological organizations integrated internationally, closely linked with education-training, production-business. Enhance the quality and efficiency of scientific and technological activities, promote international cooperation, absorb and apply new, modern scientific and technological advances worldwide.
(7) Regarding international cooperation
- Promote scientific and technical cooperation, technology transfer in exploration, extraction, processing, and use of minerals, environmental protection, labor safety, and information technology application in resource management, monitoring, forecasting, environmental management, and automatic control to improve efficiency, reduce resource loss, enhance labor productivity, product quality, and ensure the environment.
- Strengthen investment cooperation in large-scale mineral extraction and processing projects requiring high technology.
(8) Regarding management of overlapping areas of mineral resources for building materials with the Planning for Exploration, Extraction, Processing, and Use of Minerals for the Period 2021 - 2030, with Vision to 2050 as approved by the Prime Minister of the Government of Vietnam in Decision No. 866/QD-TTg dated July 18, 2023.
- Overlapping areas of multi-purpose mineral use (including marble, quartz, and quartzite) between the two plannings are balanced in terms of supply-demand for industrial building material production and summarized in this planning as the basis for managing and licensing mineral operations for building materials.
- Based on the technical standards of the minerals and the benefits to the country, the licensing agency is responsible for determining the main usage field of the minerals and deciding on the planning management agency in overlapping mineral areas after exploration results and reserve approval.
(9) Regarding updating information and data during the implementation of the planning for minerals as building materials
The management agency of the planning for minerals as building materials shall update information and data on mineral areas in the planning when there are changes or additions, including: Name of mine/location of mineral area; type of mineral, purpose of mineral use; boundaries, coordinates, and area of the mineral zone; units of measure; exploration resources and reserves; mobilized reserves for extraction; extraction capacity; mineral extraction, processing projects; planning period and other necessary information and data in accordance with legal regulations.
(10) Regarding propaganda and awareness raising
- Promote the propaganda and dissemination of policies, laws on minerals, and publicize the planning of minerals.
- Raise awareness of the role and laws on minerals; enhance community supervision of mineral activities in localities; publicize, and make transparent the revenue and usage sources from mineral enterprises.
- Diversify communication methods, leverage the advantages of digital technology, social networks, and grassroots information systems, and promote propaganda activities to raise community awareness of mineral activities; promptly provide information ensuring objectivity and truthfulness, prevent instigation, luring, and distortion by reactionary organizations against the policies of the Communist Party of Vietnam and the State.
