The following article discusses the standards for the physical facilities of military driver training institutions in Vietnam (effective from January 1, 2025) stipulated in Circular 68/2024/TT-BQP.

On October 14, 2024, the Minister of National Defense of Vietnam issued Circular 68/2024/TT-BQP providing regulations on training, examinations, and issuance of Military Driver Licenses; and providing legal knowledge about road traffic for operators of specialized motorcycles under the management of the Ministry of National Defense.
According to the provisions in Article 10 of Circular 68/2024/TT-BQP, the standards for the facilities of military driver training sources in Vietnam are as follows:
- For Classroom Systems
+ Theory Classroom: Minimum area of 1.5 m2 per student, equipped with sufficient desks, chairs, learning equipment, lighting, and environmental sanitation in accordance with regulatory standards;
+ Traffic Law Classroom: Equipped with sufficient illustrations, road traffic sign systems, miniature models, and teaching equipment;
+ Special Purpose Classroom for automotive structure, operation, and driving techniques: Ensure adequate models, illustrations, simulation equipment, charts, and teaching equipment suitable for the training program.
- For Automotive Maintenance and Repair Workshops
+ Sufficient area for students, minimum area must be 35 m2 per training vehicle; ensuring adequate lighting, ventilation, environmental sanitation, labor safety according to regulatory standards;
+ Equipped with all necessary details, assemblies, training vehicles, and specialized automotive repair tools for student practice; ensuring 08 to 10 students per training vehicle, each vehicle with one set of specialized tools;
+ Equipped with sufficient desks, chairs, workbenches (work tables), and teaching, learning boards.
- For Driving Practice Grounds
+ Sufficient space for learning and driving examinations;
+ The driving practice area must have sufficient minimum space to set up tracks for each training vehicle category;
+ A comprehensive area with enough tracks and necessary space to set up interconnected scenarios following the standards.
- For Training Vehicles
+ Part of the training fleet, within the allocation of the training facility, corresponding to each permitted training vehicle category, registered with a military registration plate;
+ Meets circulation conditions per regulations and equipped with a main brake support device for the instructor, installed at the instructor's seating position, with a sturdy, convenient, safe design ensuring effective braking according to regulations;
+ Transportation vehicles used for driver training: The vehicle body must have a cover for rain and sun protection and secure seating for students installed onto the vehicle body;
+ Possess a driving training vehicle license, a training vehicle plate issued by the Vehicle and Transport Department/General Department of Logistics - Engineering.
- The practice driving road is public traffic road, fully equipped with traffic signs and basic traffic signals as per the regulations, registered and recorded on the driving training vehicle license. These roads must be suitable for military terrain in combat and outdoor maneuvers conditions.
- Curriculum, Materials, Administrative Records
+ Sufficient curriculums and teaching materials for each subject following the training program for each vehicle category; review guides, tests, examinations, licenses practice, and reference materials for teaching and learning support;
+ Sufficient administrative records, templates serving teaching and learning management for instructors and students according to regulations.
Refer to Circular 68/2024/TT-BQP effective from October 1, 2025
From the date Circular 68/2024/TT-BQP becomes effective, the following Circulars cease to be effective:
- Circular 170/2021/TT-BQP by the Minister of National Defense regulating training, examinations, and issuance of Military Driver Licenses; and fostering legal knowledge about road traffic for operators of specialized motorcycles in the Ministry of National Defense;
- Circular 86/2023/TT-BQP by the Minister of National Defense amending, supplementing several articles of Circular 170/2021/TT-BQP by the Minister of National Defense on training, examinations, and issuance of Military Driver Licenses; and fostering legal knowledge about road traffic for operators of specialized motorcycles in the Ministry of National Defense.
