Approval of the Scheme for the development of the salt industry for the 2021-2030 period in Vietnam​

The content is referred to in Decision 1325/QD-TTg of 2020 on approving the Salt Industry Development Scheme 2021-2030 issued by the Prime Minister of the Government of Vietnam.

Salt is an essential commodity, playing an important role in ensuring national food security. The development of salt production, processing, and consumption, as well as the diversification of salt products, aims to meet domestic demand, provide for the food processing, healthcare, and chemical industries, and move towards the export of natural sea salt products.

The Scheme sets forth the following objectives:

  1. General Objectives

Develop the salt industry in an efficient and sustainable manner by maximizing the advantages of regions with traditional salt production to improve productivity, quality, and diversify salt products to meet domestic demand, aspire to export salt, create jobs, increase income, and stabilize the living standards of salt workers.

  1. Objectives by 2025

- Maintain a total salt production area of 14,500 hectares, with an output of 1,500,000 tons per year, including: 5,000 hectares of salt production on tarpaulin beds, yielding 650,000 tons (accounting for 43%), and processed salt output reaching 500,000 tons.

- For industrial-scale salt production: Reach 4,805 hectares of industrial salt production area, with an output of 640,000 tons per year (accounting for 42%); apply science and technology, increase salt production productivity by at least 20%.

- For traditional salt production (using sand drying and water evaporation methods): Upgrade and renovate salt field infrastructure, especially salt field irrigation systems; apply science and technology in salt production and processing, increase productivity by at least 20%, enhance the value of salt products by at least 20% compared to now.

- Invest in salt production infrastructure; machinery, equipment for salt production and processing linked to the market. Develop types of salt that meet domestic demand, focus on supporting the development of salt containing many minerals, natural micronutrients with low NaCl content, beneficial for health.

  1. Objectives by 2030

- Maintain a total salt production area of 14,244 hectares, with an output of 2 million tons per year, meeting domestic demand.

- Invest in developing industrial-scale salt production areas; establish key industrial-scale salt production zones in the South Central provinces; apply science and technology, implement mechanization in production, especially in harvesting and post-harvest salt washing, increase salt production productivity by at least 30%, maintain stable salt quality, meet industrial sector demands; recover by-products (gypsum and bittern water).

- Invest in upgrading infrastructure, solidifying salt field irrigation systems; form key zones for crystallized salt production on tarpaulin beds in the Central, Southeast, and Southwest regions, increase salt production productivity by at least 30%; apply science and technology in salt production and processing; diversify processed salt products to meet consumption, food processing needs, and increase the value-added of salt products by at least 30%.

- Support the development of salt products and other processed products from salt serving export, tourism, and healthcare needs.
