On October 31, 2024, the Ministry of National Defense issued Guidance 4705/HD-BQP regarding the selection and conscription of citizens for military service in 2025.

To ensure that the military conscription work of 2025 meets the assigned target with quality assurance, in compliance with the 2015 Military Service Law and related regulatory and guiding documents, the Ministry of National Defense of Vietnam provides guidance on several aspects of the military conscription work for 2025 as follows:

(1) Localities and units should continue to thoroughly grasp, organize and strictly implement the 2015 Military Service Law; Circular 148/2018/TT-BQP; Circular 105/2023/TT-BQP; relevant regulatory and guiding documents; Directive 98/CT-BQP dated October 26, 2019, by the Minister of Defense on strengthening measures, improving the quality of military conscription work in the new context, and functional agency guidance documents of the Ministry of National Defense.

(2) For military conscription localities

- Strengthen the leadership and direction of local party committees and administrations at all levels, enhance the role and responsibility of levels, sectors, political-social organizations, and the supervision of the people regarding military conscription; direct effective propaganda, dissemination, and education about the Military Service Law; have specific plans and implement the military conscription process firmly, democratically, openly, fairly, legally, ensuring the required targets, quality, and time for military conscription.

- Direct and organize the consolidation of the Military Service Council at all levels and the district-level Military Health Examination Council with the correct composition; tightly distribute and assign the responsibility of each organization and individual for the quality of conscription; ensure sufficient medical equipment and supplies; designate experienced, competent, and professionally qualified personnel to participate in the health examination for conscription, ensuring quality, accurate conclusions according to conformity and responsibility for their conclusions.

- Properly register for the Military Service and manage citizens of conscription age; enhance the quality of nominations, propose eligible male citizens within the conscription age for a preliminary health examination for conscription, ensuring democracy, fairness, openness; organize a strict, serious review of citizens temporarily deferred or exempted from conscription and eligible citizens for conscription, preventing incorrect subjects or excluding eligible conscription sources (note that the health selection standard for conscription in 2025 should follow regulations at point a, clause 1, Article 4 of Circular 105/2023/TT-BQP; regarding eye standards, follow the regulations at point c, clause 3, Article 4 of Circular 148/2018/TT-BQP). Direct public posting at the commune-level People's Committee offices and notify each village following conformity. Focus on selecting citizens who have graduated from universities and colleges with professions suitable for the arrangement and use needs to select highly qualified conscripts to meet the military construction requirements in the new context; recruit children from ethnic minority areas with less than 10,000 people to create local grassroots cadres; ensure that all communes, wards, and commune-level towns have conscripts; prioritize allocating conscription targets suitable for each locality linked to the mobilization area of units to the district level. Aim for a 'round process' conscription with the motto 'recruit whom you are sure of'; minimize post-handoff changes, returns. Collaborate and create conditions to assist units for "three meets, four knows" immersion and units assigned to recruit female conscripts to ensure conformity.

- Complete the Military Service records and related procedures, thoroughly prepare to ensure provisions for conscripts; promote reform and simplification of administrative procedures; meticulously prepare and organize a dignified Military Delivery Ceremony according to protocol; continue to care for and fulfill military rear policy for conscripts and their families. Closely coordinate with conscript reception units throughout the conscription, training, and re-examination processes of new soldiers' standards; instances where units’ re-examinations do not meet standards (if any) must perform compensatory changes to ensure quality, timely execution, and report to higher levels in conformity.

- Enhance the quality and effectiveness of inspection work, guidance, grasp the situation, proactively detect, prevent, and strictly handle violations in military conscription conforming to the law; publicly announce widely to educate and create consensus among the people; promptly grasp the aspirations of conscripts and their families to propagate, motivate conscripts to comply with the law on Military Service, avert the occurrence of petitions and complaints beyond hierarchical levels.

(3) For conscript reception units

- Lead and direct the planning of conscription, reception, new soldier training; closely coordinate with recruiting localities to recruit and receive recruits at the correct location, with adequate numbers, ensuring quality, and in accordance with standards and regulations; assign competent, responsible, experienced officers who have been trained and prepared before field conscription in localities; after the Military Delivery Ceremony, firmly sign the handover receipt minutes, ensure conformity, transport recruits to the unit on time, ensure absolute safety; earnestly receive and ensure all aspects of policies, material and spiritual life, and epidemic prevention and control for soldiers from their first day at the unit.

- Conduct a thorough re-examination of new soldier standards; coordinate with recruiting localities and promptly notify any cases not meeting standards (if any), perform compensatory exchanges to ensure quality, timely execution, and report to the Ministry for monitoring and directive. Timely review and compile lists of new soldiers and relatives eligible for health insurance cards, ensuring completion within the regulated time frame.

- Prepare thoroughly for the new soldier training guarantee (especially for newly established or reorganized units according to the Plan No. 1228/KH-BQP dated April 25, 2022, by the Ministry of National Defense implementing Resolution No. 230-NQ/QUTW of the Central Military Commission regarding the organization of the People's Army of Vietnam for the period 2021-2030 and subsequent years). Focus on organizing, staffing training units sufficiently; ensure adequate weapons, equipment, military tools, facilities, training models, training grounds according to conformity as per Directive No. 04/CT-TM dated February 3, 2021, by the Chief of the General Staff on organizing new soldier training.

- Regularly maintain strict military discipline and order; enhance political education, propaganda for legal dissemination, orientation of thoughts, elevate soldiers' responsibility awareness; review, detect, motivate new soldiers with body tattoos, sticker tattoos, sprayed, printed... to self-remove and strictly comply with provisions. Proactively monitor, promptly detect, prevent, and sternly deal with violations in recruiting according to the law.

- Units with assigned recruit targets but lacking conditions for new soldier training, delegated to other units by the Ministry for conscription and training assistance, must maintain regular coordination and close collaboration with assisting units to organize thorough handover and reception of military numbers before and after training; keep a grip on the ideological situation, discipline, promptly resolve any arising issues (if any) and manage troop numbers according to conformity.

- Regarding the conscription and call-up of female citizens for military service in 2025

In addition to general conditions and standards for recruiting and calling male citizens for military service, female citizens must submit a voluntary application to serve in the Army, confirmed by family representatives and the commune-level People's Committee of permanent residence, and meet the specific conditions and standards as follows:

+ Age: From 18 to 25 years old; citizens with college or university degrees, up to 27 years old; unmarried, without children.

+ Health: Meet health standards of category 1 or 2 as regulated in Circular 105/2023/TT-BQP; specifically, a height of at least 1.60m, well-balanced appearance, and cheerful military demeanor.

+ Technical and professional qualification: Graduated from intermediate level or higher; priority given to citizens graduating from colleges and universities with training fields suitable to the Army’s usage needs. In cases of talent, follow specific regulations of the Ministry of National Defense.

Units assigned to recruit female citizens for military service should actively coordinate with localities to select candidates meeting the necessary conditions and standards; conscription can be conducted in localities nationwide (individual conscription) and counted towards the localities’ and units’ 2025 conscription targets; post-conscription, coordinate and hand over to the Capital Command Hanoi (for northern units), the Military Zone 7 Command (for southern units) for training, ensuring complete documentation, timely execution, absolute safety, and manage enlisted numbers according to conformity.

Agencies and units under the Ministry assigned to recruit female citizens shall direct subordinate agencies and units to coordinate closely with localities to organize the conscription of female citizens for military service, ensuring all required conditions and standards and bearing responsibility before the Minister of Defense for the quality of female citizens enlisted at the unit.
