1. E-transactions on the National Single-window Portal in Vietnam

According to Article 6 Decree 85/2019/ND-CP, e-transactions on the National Single-window Portal in Vietnam (hereinafter referred to as e-transactions) include:

- Declaring, receiving, and responding to information about dossier processing to perform single-window administrative procedures on the National Single-window Portal.

- Receiving and transferring declaration information from the National Single-window Portal to specialized processing systems.

- Receiving processing results sent from specialized processing systems to the National Single-window Portal.

- Exchanging information between specialized processing systems through the National Single-window Portal.

- Exchanging information between the Vietnam National Single-window Portal and the information systems of countries and territories according to signed international agreements and international treaties to which the Socialist Republic of Vietnam is a member.

2. Functions of the National Single-window Portal in Vietnam

The functions of the National Single-window Portal in Vietnam according to Article 4 Decree 85/2019/ND-CP are as follows:

- Receiving electronic documents, declarations, related information, and authenticating digital signatures of declarants and processing agencies.

- Transferring electronic documents, declarations, and related information of declarants to specialized processing systems while storing information from declarants on the National Single-window Portal for retrieval and statistical purposes.

- Receiving processing results and notifications from specialized processing systems.

- Responding to declarants and related specialized processing systems with the processing results.

- Storing the status of E-transactions and electronic documents conducted on the National Single-window Portal. The storage duration of electronic transaction statuses and electronic documents is in accordance with the legal provisions on E-transactions and specialized legal provisions on record storage.

- Providing information, including administrative procedure resolution, data statistics upon request from processing agencies and declarants, in line with the functions and authority of processing agencies and the rights and responsibilities of declarants.

- Posting regulations of specialized law on management policies, administrative procedures, and executors as stipulated in Decree 85/2019/ND-CP.

- Connecting with information systems of countries and territories in accordance with signed international agreements and international treaties to which the Socialist Republic of Vietnam is a member.

3. Authority and access levels of the National Single-window Portal in Vietnam

The authority and access levels of the National Single-window Portal in Vietnam according to Article 8 Decree 85/2019/ND-CP are as follows:

- Declarants performing administrative procedures through the National Single-window Portal are entitled to access the National Single-window Portal to declare information, receive feedback on dossier processing, receive administrative documents, and other processing results for administrative procedures, and to look up information published on the National Single-window Portal.

- Customs authorities and processing agencies with administrative procedures handled on the National Single-window Portal are entitled to access the National Single-window Portal to receive information, process, and respond with the results of administrative procedures according to specialized legal provisions.
