The principles for evaluating rent of official housing in Vietnam are newly regulated in accordance with Housing Law 2023.

The principles for evaluating rent of official housing in Vietnam according to Article 46 Housing Law 2023 are as follows:
- Correctly and adequately account for necessary costs to manage, operate, maintain, and lease during the use of official housing.
- Do not include land levy construction costs for official housing and do not account for depreciation costs of investment capital for constructing official housing or costs for buying commercial houses to use as official housing.
- The rental cost for official housing is decided by the competent authority as stipulated in Article 14 Housing Law 2023 and is reviewed and adjusted appropriately for each period.
- In the case of renting commercial houses to use as official housing, the rent paid by tenants for official housing will be lower than the rental price for commercial houses.
The eligible entities and eligibility for renting official housing in Vietnam according to Article 45 Housing Law 2023 are as follows:
* Subjects eligible to rent official housing include:
- Leaders of the Communist Party, the State who are in positions that require staying in official housing during their tenure;
- Officers and officials of the Communist Party, the State, socio-political organizations not falling within the scope of point a, clause 1, Article 45 Housing Law 2023 who are reassigned, transferred, or seconded from local to central agencies to assume positions from Deputy Head of a government agency or above; reassigned, transferred, or seconded from central agencies to local agencies, or from one locality to another to hold positions from Deputy Chairman of the District People's Committee, Deputy Director of a Department or equivalent level or above;
- Officials and public employees of the Communist Party, the State, socio-political organizations not falling within the scope of points a and b, clause 1, Article 45 Housing Law 2023 who are reassigned, transferred, or seconded to work in remote, isolated, economically disadvantaged, border, or island areas;
- Officers, professional soldiers, non-commissioned officers of the People's Armed Forces who are reassigned, transferred, or seconded as per national defense and security requirements; police workers, officials, defense workers, cryptography workers, and others working in the cryptographic organization receiving salaries from the state budget, who are relocated, transferred, or seconded to work in remote, isolated, economically disadvantaged, border, or island areas; except where the law stipulates that those specified in point d, clause 1, Article 45 Housing Law 2023 must stay in military barracks of the People's Armed Forces;
- Teachers, doctors, medical staff sent to work in rural, remote, isolated, economically disadvantaged, border, or island areas;
- Scientists assigned to lead nationally significant scientific and technological tasks according to the provisions of the Law on Science and Technology 2013; talented individuals with important contributions to the nation recognized by competent authorities as per the law;
+ Based on practical conditions, the Prime Minister of the Government of Vietnam decides on subjects not falling within the scope of points a, b, c, d, e, and g, clause 1, Article 45 Housing Law 2023 to be allocated official housing as proposed by the Ministry of Construction based on the consolidated proposals from central ministries, agencies, and organizations, and provincial People's Committees.
* Conditions for renting official housing are stipulated as follows:
- Subjects specified at point a, clause 1, Article 45 Housing Law 2023 will be allocated official housing as per security requirements;
- Subjects specified at points b, c, d, e, and g, clause 1, Article 45 Housing Law 2023 must not own a house and have not purchased, rented, or leased social housing at the locality where they are assigned to work or have houses but the average living space per person is lower than the minimum housing area.
