The approved Plan for information and communication infrastructure development in Vietnam in period 2021 - 2030 sets out specific targets for the implementation of the Planning as follows:

On August 7, 2024, the Prime Minister of the Government of Vietnam issued Decision 805/QD-TTg approving the Plan for implementing the Information and Communication Infrastructure Development Plan for the period 2021 - 2030, with a vision to 2050. This plan aims to guide the ministries and central authorities and the People's Committees of provinces and cities under central authority in cooperating with the Ministry of Information and Communications of Vietnam and other relevant units to effectively implement the Information and Communication Infrastructure Development Plan.

According to the Plan under Decision 805/QD-TTg, the Prime Minister of Vietnam has set out several specific targets for implementing the Information and Communication Infrastructure Development Plan as follows:

(1) Targets by 2025:

* Post network: The Regional Post Centers and Area Post Centers under the Public Post Network according to Decision 36/QD-TTg dated January 11, 2024:

- Regional Post Centers nationwide ensure an average handling capacity of over 11,000 tons of mail per day, with an average service radius of 350 km.

- Area Post Centers nationwide ensure an average handling capacity of over 4,500 tons of mail per day, with an average service radius of 115 km.

- The total handling capacity of the post network reaches over 93,000 tons of mail per day, with a maximum interprovincial and international delivery time (processing between centers) of 5 days, and a maximum local delivery time of 2 days.

* Digital infrastructure:

- Fixed broadband network meets national standards (QCVN) for service quality, aiming for universal access in all hamlets and villages, ensuring 100% of households can access fiber-optic cable upon request, with 90% of internet users able to access fixed internet at an average speed of 200 Mb/s; 90% of socio-economic organizations such as businesses, production facilities, schools, hospitals, and government offices in urban areas can access the internet at an average speed of 1 Gb/s.

- Mobile broadband network meets national standards (QCVN) for service quality, aiming for a minimum average download speed of 40 Mb/s for 4G networks and 100 Mb/s for 5G networks; 100% of the adult population owns a smartphone.

- 100% of high-tech zones, concentrated information technology zones, and research, development, and innovation centers can access the internet with a minimum speed of 1 Gb/s.

- 100% of Communist Party and government agencies from central to commune levels are connected to the specialized data transmission network for Communist Party and government institutions.

- 100% of government agencies use the cloud computing ecosystem for digital government services.

- 70% of Vietnamese enterprises use cloud computing services provided by domestic enterprises.

- 100% of essential infrastructure such as transportation, energy, electricity, water, and urban areas are capable of integrating sensors and IoT applications.

- Achieve a minimum of 1 million ".vn" domain names, accounting for at least 60% of domain names used in Vietnam.

* Information technology application infrastructure: Meet and exceed the targets for information technology applications as specified in part 1, section II, Decision 749/QD-TTg dated June 3, 2020, the targets in section III, Decision 942/QD-TTg dated June 15, 2021, and the targets in parts 1a, 2a, section III, Decision 411/QD-TTg dated March 31, 2022.

* Cybersecurity and network security for digital government, digital economy, and digital society:

- 100% of the information systems of government agencies are secured according to the level of the information system.

- 100% of ministries, agencies equivalent to ministries, and the People's Committees of provinces and cities under central authority enforce cybersecurity according to the 4-layer model.

- 100% of end devices in government agencies are equipped with cybersecurity solutions.

- 100% of internet users are provided with information, documents to raise awareness, skills, and basic cybersecurity tools and services.

- Each agency, organization, and business has at least one professional unit to protect cybersecurity, and every citizen has at least one tool to protect cybersecurity.

- The Vietnamese cybersecurity product ecosystem reaches 100% of product types, developing 3 - 5 key cybersecurity products and services that dominate the domestic market and have international competitiveness.

(2) Targets by 2030:

* Post network: The Regional Post Centers and Area Post Centers under the Public Post Network according to Decision 36/QD-TTg dated January 11, 2024:

- The average handling capacity of Regional Post Centers reaches over 15,750 tons of mail per day.

- Area Post Centers have an average handling capacity of over 5,000 tons of mail per day.

* Digital infrastructure: The fixed broadband access network is invested and upgraded to ensure 100% of users can access speeds above 1 Gb/s; the 5G mobile broadband network covers 99% of the population, moving towards the development of next-generation advanced mobile networks.

* Cybersecurity and network security for digital government, digital economy, and digital society: 100% of government agencies, state-owned enterprises, and over 50% of individuals use cloud computing services provided by domestic enterprises.
