List of basic and essential finance-related public services funded by the State Budget of Vietnam

Promulgate the list of basic and essential finance-related public services funded by the State Budget of Vietnam, including:

- Quality inspection and testing services for national reserve goods managed by the Ministry of Finance of Vietnam.

- Inspection and calibration services for equipment used in the import, export, and preservation of national reserve goods managed by the Ministry of Finance.

Simultaneously, the Minister of Finance of Vietnam is tasked with:

- Providing guidance on the implementation of public service delivery using the state budget.

- Issuing economic-technical norms, and cost norms (if any) as a basis for establishing unit prices and service prices for public services funded by the State Budget of Vietnam according to legal provisions on pricing and other relevant legal regulations in Vietnam.

- Issuing criteria, and quality standards for public services; developing a mechanism for monitoring, evaluating, and inspecting the quality, and regulations for inspecting and accepting public service products under the Ministry of Finance of Vietnam.

- Based on the List of basic and essential public services funded by the State Budget of Vietnam or delegating to subordinate agencies the selection of public service providers to deliver public services in the form of task assignment, ordering, or bidding according to legal regulations.

- Depending on the actual implementation situation of each phase, promptly reporting to the Prime Minister of the Government of Vietnam on amending and supplementing the list of basic and essential public services funded by the State Budget of Vietnam to be appropriate.

Decision 970/QD-TTg takes effect in Vietnam from September 13, 2024
