1. Content of building a safe school, preventing accidents and injuries in Vietnam

The content of building a safe school and preventing accidents and injuries in Vietnam according to Article 4 Circular 18/2023/TT-BGDDT is as follows:

- Ensure the safety of physical facilities, equipment, means, documents, and teaching materials serving the educational activities of the school.

- Ensure school security and order; prevent school violence, crimes, social evils; guide students to participate in a safe, healthy, and lawful online environment.

- Educate knowledge and skills to prevent drowning; traffic safety; fire prevention and firefighting; respond to disasters, natural calamities; prevent falls, collisions, electric shocks, and other common types of accidents and injuries.

- Protect and care for the health of students: prevent school diseases and epidemics; ensure food safety; prevent the harmful effects of tobacco and new tobacco products, alcohol, beer, and other addictive substances.

- Implement code of conduct, democratic regulation in the school; educate mental health; carry out psychological counseling for students and social work in the school.

2. Guidance on teaching knowledge and skills to ensure safety, prevent accidents and injuries for students in Vietnam

According to Article 9 Circular 18/2023/TT-BGDDT, the teaching knowledge and skills to ensure safety and prevent accidents and injuries for students in Vietnam is as follows:

- Integrate and embed the content of building a safe school, preventing accidents and injuries into subjects and educational activities.

- Educate knowledge and skills on ensuring social security and order; prevent school violence, crimes, social evils in schools, communities, and online environments.

- Educate knowledge and skills on drowning prevention, focusing on swimming skills and water safety skills; cooperate with families, authorities, agencies, organizations, and individuals in managing and organizing safe swimming lessons and drowning prevention for students in the community.

- Educate knowledge and skills on traffic safety and cooperate with families in supervising the implementation of traffic safety for students in the community.

- Educate knowledge and skills on fire prevention and firefighting, environmental protection, disaster response, and other types of accidents and injuries like falls, collisions, electric shocks, burns, poisoning, and animal attacks.

- Organize teams, groups, clubs to help students actively carry out activities and topics to practice skills to prevent accidents and injuries in schools and support each other on the way to school, within families, and in the community.

3. Guidance on managing the activities of building a safe school, preventing accidents and injuries in Vietnam

The management of activities to build a safe school and prevent accidents and injuries in Vietnam is guided in Article 5 Circular 18/2023/TT-BGDDT as follows:

- Issue and implement plans for activities each year and phase, in conjunction with the school’s educational and development plan; specifically identify the deployment resources, implementation schedule of the safe school, and accident prevention criteria as stipulated in the Appendix issued with Circular 18/2023/TT-BGDDT.

- Develop and implement coordination regulations for building a safe school and preventing accidents and injuries among the organizations within the school; between the school and students’ parents, clearly defining the responsibilities of each individual and related organization.

- Develop a preventive and response plan before, during, and after accidents and injuries occur in the school and coordinate handling outside the school; plans and measures to ensure safety and prevent accidents and injuries for students when the school organizes or collaborates to organize out-of-school educational activities.

- Establish an information reception channel and a system of recording, monitoring, and supervising the situation of building a safe school and preventing accidents and injuries in the school.

- Organize regular and periodic inspections of the activities of building a safe school and preventing accidents and injuries in the school, and compliance with regulations among students, school management staff, teachers, and employees.
