On September 11, 2024, the Government of Vietnam issued Decree 112/2024/ND-CP detailing regulations on rice cultivation land, including regulations on amount of support for local rice production in Vietnam from 2025
According to Article 14 of Decree 112/2024/ND-CP stipulating amount of support for local rice production in Vietnam:
- The state budget will support rice production as follows:
+ Support of 1,500,000 VND/ha/year for specialized rice cultivation land;
+ Support of 750,000 VND/ha/year for other rice cultivation land, excluding spontaneously expanded upland rice fields that are not according to planning and rice cultivation land use plans;
+ Additional support of 1,500,000 VND/ha/year for specialized rice cultivation land in planned high-yield, high-quality rice growing areas.
- The area of specialized rice cultivation land and other rice cultivation land eligible for support will be determined based on provincial and central city land statistics published by the Ministry of Natural Resources and Environment for the year preceding the first year of the budget stability period. Specifically, for the funding allocation for 2025, the land statistics will be for the year 2023.
- The area of rice cultivation land eligible for support as stipulated in point c, clause 1, Article 14 of Decree 112/2024/ND-CP will be determined by the provincial People’s Committee under the provisions of clause 2, Article 5 of Decree 112/2024/ND-CP and published for the year preceding the first year of the budget stability period.
- For the years during the budget stability period, the central budget support mechanism for the local budget regarding the policy stipulated in clause 1, Article 14 of Decree 112/2024/ND-CP will apply the principle of central budget support for local budgets to implement central government-issued social welfare policies corresponding to each period.
- The provincial People’s Committee is responsible for managing and allocating the supported budget to implement the protection of rice cultivation land as stipulated.
Additionally, the transitional provisions in clause 1, Article 19 of Decree 112/2024/ND-CP stipulate that the support policy for localities and rice producers under clause 2, clause 4, Article 7 of Decree 35/2015/ND-CP will continue to be implemented until December 31, 2024.
Hence, the new regulation on amount of support for local rice production in Vietnam according to Decree 112/2024/ND-CP will take effect from January 1, 2025.
