On September 6, 2024, the Minister of Industry and Trade issued Decision 2389/QD-BCT regarding the Regulation on making of statements and provision of information by the Ministry of Industry and Trade to the press in Vietnam.

1. Guidance on periodic making of statements and provision of information by the Ministry of Industry and Trade of Vietnam

According to Article 5 of the Regulation issued under Decision 2389/QD-BCT in 2024, the Ministry of Industry and Trade of Vietnam shall organize the period provision of information to the press about the leadership’s governance and operational status and results in the Ministry through the following forms:

- Hold press conferences at least once every three months chaired by the Spokesperson to provide general information to the press about the fields managed by the Ministry of Industry and Trade of Vietnam. The organization of press conferences follows current regulations.

- Monthly provision of information to the press and updating information on the Ministry's electronic portal.

- When necessary, the Ministry organizes the provision of information to the press in writing or directly at weekly press briefings held by the Central Propaganda Department, the Ministry of Information and Communications, the Vietnam Journalists Association, and at the Government of Vietnam’s period monthly press conferences organized by the Office of the Government of Vietnam.

- Provide information promptly and accurately to the Vietnamese Government's electronic portal as per current regulations.

2. Regulations on ad-hoc making of statements and provision of informations by the Ministry of Industry and Trade of Vietnam

Ad-hoc making of statements and provision of informations by the Ministry of Industry and Trade of Vietnam are regulated in Article 6 of the Regulation issued under Decision 2389/QD-BCT in 2024 as follows:

- The Spokesperson, the authorized spokesperson is responsible for making statements and providing information promptly and accurately to the press in the following unforeseen and unusual cases:

+ When it is deemed necessary to inform the press about important events and issues with significant social impact within the scope of the Ministry of Industry and Trade’s management to promptly warn and guide public opinion;

+ When the press or the state agency responsible for directing and managing the press requests statements or information provision about the events, issues within the Ministry’s scope of management that have been reported in the press or the events, issues listed in Point a, Clause 1, Article 6 of the Regulation issued under Decision 2389/QD-BCT in 2024;

The Spokesperson or the authorized spokesperson has the right to refuse to make statements and provide information to the press in cases specified in Article 8 of the Regulation issued under Decision 2389/QD-BCT in 2024;

+ When there is evidence that the press has published false information about the fields managed by the Ministry of Industry and Trade, the Spokesperson, the authorized spokesperson will cooperate with the Office of the Ministry to require the press agency to publish feedback and corrections according to legal regulations;

+ When unexpected, important information appears in the press, causing a significant impact on public opinion, the relevant specialized unit must prepare initial information for the Spokesperson or the authorized spokesperson to respond to the press within no more than 24 hours from the time the press publishes the information.

- The form of providing information to the press in unforeseen cases is carried out according to Article 4 of the Regulation issued under Decision 2389/QD-BCT in 2024.

- After making statements and providing information to the press in unforeseen and unusual cases, the Spokesperson or the authorized spokesperson must report to the Minister on the content of the information provided.
