Circular 148/2018/TT-BQP: New Guidelines on Standards for Military Conscription

The Ministry of National Defense has just issued Circular 148/2018/TT-BQP regulating the selection and conscription of citizens.

Circular 148 stipulates the standards for military recruitment as follows:

Age

- Citizens from the age of 18 to the end of 25;- Male citizens who have completed college or university education and have been temporarily postponed from conscription during one training course of one educational level can be selected for conscription up to the age of 27.

Health standards

- Selection of citizens with health grades 1, 2, 3 as per the provisions in Inter-Ministerial Circular 16/2016/TTLT-BYT-BQP;- For agencies, units, positions specified at Point b, Clause 2, Article 4 of Circular 148/2018/TT-BQP, the selection shall ensure specific standards as prescribed by the Ministry of National Defense;- Citizens with health grade 3 having refractive errors in their eyes (myopia of 1.5 diopters or more, hyperopia of any degree); drug addiction, HIV/AIDS infection shall not be conscripted into the Army.

Circular 148/2018/TT-BQP takes effect from November 20, 2018, and abrogates Circular 140/2015/TT-BQP.
