The Ministry of National Defense recently issued Circular 148/2018/TT-BQP regulating the selection and conscription of citizens.

According to the new regulations, the requirement for cultural standards in remote, isolated areas, regions with particularly difficult socio-economic conditions, etc., is to recruit no more than 25% (currently 20% to 25%) of citizens with elementary education, and the rest must have secondary education or higher.
Circular 148/2018/TT-BQP stipulates the recruitment standards for citizens as follows:
Regarding age:
- From 18 years old to 25 years old;- Male citizens who have received college or university training and have deferred military service during one training course of any training level will be recruited for military service until they are 27 years old.
Regarding health standards:
- Select citizens with health grades 1, 2, and 3 according to the regulations in Inter-ministerial Circular 16/2016/TTLT-BYT-BQP.- For units specified at Point b, Clause 2 of this Article, selection is to ensure specific standards as stipulated by the Ministry of National Defense.- Specially, do not recruit into the Army those citizens with health grade 3 who have refractive errors of the eye (myopia of 1.5 diopters or more, hyperopia of all levels); drug addiction, HIV, or AIDS.
